IX.A. Consideration and Approval of Second Readings of Policies
Description:
1315 - policy regarding strategic plan
1610 – clarifying the general trustee spouse employment prohibition in the conflict of interest policy. 1615 – this policy outlines the limited exceptions to trustee spouse employment found in HB568. 2380 – this policy was updated based upon the Federal Waiver as the supplemental services requirements were changed under the Waiver. 3285 – this required policy under the Safe Environment rule for Relationship Abuse and Sexual Assault Prevention and Response has been updated based upon the U.S. Department of Education’s Office for Civil Rights recently issued guidance on what is required for response to sexual assault. Additionally, we had several districts ask what they should include to address the procedure piece of this policy. Thus, we have provided this new optional language that can be included in the policy or used a starting point or augmentation for an administrative procedure. 3510 – we were approached by the American Diabetes Association about including an option allowing kids to treat their own diabetes at school (insulin, etc.). Obviously diabetes has become a big issue for our youth so we have provided this optional language for schools who want to allow students treat their diabetes. 3510F – this just a minor cross-out so that this form will also apply to diabetes treatment. 4130 – minor change to indicate the above Student Data Privacy and Security policy will be posted to the district’s website. 5280* – changes to the administrative rules governing the Professional Standards Commission (PSC) Code of Ethics for Idaho Educators were approved by the Legislature this session. This policy has been updated to reflect the rule changes to I.D.A.P.A. 08.02.02.076 Code of Ethics for Idaho Professional Educators and I.D.A.P.A. 08.02.02.077 Definitions for Use with the Code of Ethics for Idaho Professional Educators. 5800 & 5800P – the Classified Employee Grievance policy and procedure have been updated to reflect the changes to Section 33-517, Idaho Code made in HB501 to remove unfair treatment as a basis for the filing of a classified staff grievance. However, if the district still has unfair treatment as a valid grievance in local district policy then classified employees can still file a grievance on that basis. Thus, it is very important to update your classified grievance policy in order to avoid such grievances. 5340 and 6100 – As of July 1st, 2014, the student achievement metric for evaluations must be based on the statewide assessment for federal accountability purposes as outlined in an excerpt from IDAPA 08.02.02.120 Local District Evaluation Policy pasted below. Student Achievement. For evaluations conducted on or after July 1, 2013, all certificated instructional employees, principals and superintendents must receive an evaluation in which at least thirty-three percent (33%) of the evaluation results are based on multiple objective measures of growth in student achievement as determined by the board of trustees and based upon research. For evaluations conducted on or after July 1, 2014, growth in student achievement as measured by Idaho's statewide assessment for Federal accountability purposes must be included. This portion of the evaluation may be calculated using current and/or past year's data and may use one (1) or multiple years of data. Growth in student achievement may be considered as an optional measure for all other school based and district based staff, as determined by the local board of trustees.
