4. Opportunity for Audience
Description:
Any citizen who would like to address the Board will be able to do so as the item on the regular agenda. Comments will be limited to 2 minutes per subject. If further time is needed, concerns should be addressed to the Superintendent. Personnel matters will not be discussed in a public meeting. Items that appear under the heading Routine and Regular Business will not be discussed or comments taken unless it is requested that they be removed from that category and placed on the regular agenda. Action on Routine and Regular Business will be acted upon with one motion and one vote.
Discussion:
Carol Worley - Epsom Signa Alpha - chapter Beta Nu - Back Packs for Hunger - Filled over 12,000 bags. 5 volunteers are now 30 working together. With the help of the counselors. They all want to give back to the community. Thank you so much! Plan on returning this next school year. Have several other schools from NM asking how we do this program.. Community is where it begins.

Discussion:
BPA Students - Terry Carrera - KIds are amazing because Ms. Carrera is amazing.. Congratulations on an incredibly successful year. Introduced the students who competed in the National BPA competition. Individual events. - Team Events - several additional students participated. Over 6000 participants, 3 events on stage. POD cast Production Placed 12 of 47 teams. Interview Skills; Mia Peacock 7 of out 42. Ambassador Torch Award. BPA Scholarship $250 was awarded. Several students competed and placed. Leadership series (6) workshops. Life Smarts chapter was recognized as the highest score. Proud of her group, It is a very big graduating class. 4 of the national qualifiers were Freshman.
Bilingual Seal Students - Last year we had 2 students. This year the numbers have increased. Martha Pena-Parr - Very proud of each student here today. Seniors 22 in Spanish and 1 in French. 9 Freshman (7) Sophomore (17) Junior (14). Total of 60 students. Desert Willow PTA - Lynde Longbine , Principal of Desert Willow: Sabrina and Amber (2 of Board Members) NM PTA Grand Award - Receiving a check for $250.00 - Purchase Book vending machine to purchase books. Earn chips from Vending machine. Raised the funds for the expensive machine. Erik Harrigan -RBC Capital Market - Financial Plan Discussion Issuance of General Obligation Bond - Growth in Tax Base (History of Assessed Valuation)Oil and gas bas has grown over now $16 Billion. History of Tax Rate - Operational, Mill Levy, GO Bond, Education Technology Notes. Outstanidng Debt - declining. 2 series of Bond outstanding 2021 and 2022. Debt Management Plan - will be able to issue first GO. These will be short term notes with the Bank. Election Planning - SB9 election is necessary because of the new elections laws passed several years ago. In November will be needed. HB 33 - 2027. Go Bond Election next one in November 2025 to keep in place. Clarity - in June recommending to the Board that they sell $32 million that will be redeemed over night. It will close in late July. and proceeds are available. Small amount of interest the District pays. |

7.C. Proposed Re-Zoning of Sunset Attendance Area to Address Overcrowding at Cottonwood Elementary (ACTION)

Discussion:
Sunset Attendance area - Rezoning - Option A - 31 elementary students and 17 middle school students. Option B - Move 91 elementary students and 52 middle students. Necessary because Cottonwood is over crowded. Looked at portables (they are in short supply). Portables available would come from tularos and their PSFA and they can be changed. Desert Willow portables are remodeled and very nice. Considered moving some students to JSS which would probably create a worse traffic problem. This would help correct the overcrowding. Hope to add an additional Middle School soon through PSFA and help stretch the district money.
Asking to approve Option 2. Anticipate notifying students/parents immediately if approved. Sunset is at 358 students by adding 100 would take them to 458. Increase classroom size to be more comparable which provides PSFA and their guidelines. It will not overcrowd Sunset. Some teachers will move to Sunset. |
