Call to Order.

Individuals who have appropriate items for City Council consideration should complete the "Topic for Consideration for City Council Agenda" form located at the information table by the entrance to the Council Chambers.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a meeting, notification of the date will be given.

2. Consent Agenda.
*The Consent Agenda is approved on one motion.  Any item listed on the Consent Agenda may, by the request of any single Council member or public in attendance, be considered as a separate item under the Regular Agenda.

2.A. Approve the minutes of the August 3, 2026 regular City Council meeting and the August 11, 2026 special City Council meeting.

2.B. Adopt Resolution No. 2026-18, establishing a stop sign at the intersection of West "Q" Street and Angela Avenue.

2.C. Receive and file Change Order No. 10 for the P.F.C. Gerald L. Walters Youth Sports Complex.

2.D. Approve the McCook Public Schools request to close the intersection of Norris Avenue and "C" Street at approximately 1:00 P.M. on Wednesday, September 9, 2026 to allow for school homecoming activities. 

2.E. Approve the Space Use Agreement between the United States Department of Agriculture (USDA) - Animal and Plant Health Inspection Service - Wildlife Services in Nebraska and the City of McCook for office space at the McCook City Auditorium and outdoor storage space at the south end of the airport and authorize the Mayor to sign.

2.F. Approve and authorize the Mayor to sign a Professional Engineering Services Agreement with Miler & Associates Consulting Engineers, P.C. for EPA Congressionally Directed Spending (CDS) grant administration services, preliminary and final design, and construction phase services for Water Treatment Plant improvements.

2.G. Approve the contract between the City of McCook and Red Willow County for public safety dispatching services and authorize the Mayor to sign.

2.H. Receive and file the claims for the month of July 2026, published August 11, 2026.

2.I. Ratify the Mayor’s appointments to the Planning Commission - appoint Timothy “TJ” Renner - term expires September 2029 and reappoint Kurt Vosburg and Jesse Stevens - terms expire September 2029.

2.J. Approve the application for a Special Designated Liquor License (SDL) submitted by The Bear Cave Café & Lounge, Liquor License #157305 for a reception to be held at the Red Willow County Fairgrounds 4-H Building, 1412 West 5th Street, on August 29, 2026 from 4:00 P.M. to 1:00 A.M.

3. Regular Agenda.

3.A. Presentation from Emma Castor with West Central Nebraska Development District (WCNDD) regarding properties in their designated area that should be rescinded from previous declaration of nuisance and properties that need abatement.

3.B. Approve Resolution No. 2026-19 approving the rescinding of a portion of Resolution No. 2026-15 which previously declared certain properties a nuisance and which now have been abated and cleared of the nuisance as deemed by WCNDD and as declared in the Resolution.

3.C. Approve WCNDD's Motion to Abate for properties located at 212 E 3rd St., 210 E 5th St., 210 E 6th St., 606 E C St., 409 E 5th St., and 404 E 5th St., all located in McCook, NE.

3.D. Update regarding the youth sports complex project.

3.E. Ordinance No. 2026-3119 providing for the adoption of the budget for FY 2026/2027.
