Conduct a public hearing to present Roby CISD’s 2025-2026 Financial Integrity Rating System of Texas (School FIRST) rating, based on fiscal year 2024-2025 financial data; review the district’s Annual Financial Management Report, including current and previous rating results and receive public comments.

Roby CISD Superintendent Report — November Board Meeting

• Enrollment and Attendance: Enrollment is 314, attendance is 96.88%, and ADA is 288.923. ADA is slightly below our budgeted 290 and will be monitored closely.
• Facilities: Equipment has been delivered for the $200,000 LED lighting project, and work is expected to begin soon. Parkhill and Gallagher contracts remain under review.
• Safety: A lockdown drill is scheduled for November 4 at 10:00 a.m. Monthly staff safety training and follow-up on Centegix system issues continue.
• District Planning: DEIC input is being gathered on a revised mission statement emphasizing character, college or career readiness, and community service. The District/Campus Improvement Plan and winter incentive payments are planned for board consideration.

A.  Discuss and consider action to reorganize the Roby CISD Board of Trustees and elect board officers, including President, Vice President, and Secretary.










B.  Discussion and Possible Action to Approve Winter Incentive Payments to Staff

The Board will discuss and consider approval of winter incentive payments to eligible Roby CISD staff. Funds for these payments were included in the district’s approved budget for the current fiscal year.

Suggested motion: “I move that the Board approve winter incentive payments to eligible Roby CISD staff, as presented, using funds included in the approved budget.”








C.  Discussion and Possible Action to Approve the 2026–2027 District/Campus Improvement Plan

The Board will review and consider approval of the Roby CISD 2026–2027 District/Campus Improvement Plan. This plan is a living document that will be monitored and updated throughout the year to address district needs, guide improvement efforts, and support student achievement.

Suggested motion: “I move that the Board approve the Roby CISD 2026–2027 District/Campus Improvement Plan as presented.”







D.  Discussion and Possible Action to Approve the Revised Roby CISD District Mission Statement Developed by the District Educational Improvement Committee (DEIC).

Current Mission Statement

“The District’s mission is to prepare all students to function effectively, successfully, and productively.

Proposed Mission Statement

“Roby CISD’s mission is to cultivate strong character in every student, empower each to lead with integrity, prepare every graduate for success in college, careers, or military service, and inspire a commitment to serving their communities.”

Recommended Motion

“I move that the Board approve the revised Roby CISD district mission statement as presented and authorize the superintendent to update district publications, planning documents, and the district website accordingly.”
