3. Acceptance of Consent Agenda
Description:
As good practice, the board should accept the consent agenda for the evening's meeting which includes minutes of the December 16 special meeting, open and closed sessions.
RECOMMENDATION: The superintendent recommends that the consent agenda be reviewed and accepted. 4. MIOSHA Emergency Temporary Standard
Description:
On December 17, 2021, the Sixth Circuit Court of Appeals, a federal appeals court whose decisions are binding in Michigan, issued an order allowing OSHA to implement and enforce their Emergency Temporary Standards regarding COVID-19 Vaccination, Testing, and Face Covering Policy. Following the Sixth Circuit order, OSHA issued the following statement:
"To provide employers with sufficient time to come into compliance, OSHA will not issue citations for non-compliance with any requirements of the ETS before January 10 and will not issue citations for noncompliance with the standard’s testing requirements before February 9, so long as an employer is exercising reasonable, good faith efforts to come into compliance with the standard." The main requirement of employers by January 10 is to adopt a policy that aligns with the order. NEOLA has provided po8450.06 and ag8450.06 V2 to be compliant with the order. The policy and guidelines are attached. Also attached is the information that will be provided to employees once the policy is approved. RECOMMENDATION: The superintendent recommends approving po8450.06 and ag8450.06 V2 to be in compliance with OSHA's ETS. 5. Close Contact Guidelines - Update
Description:
On October 4, 2021, the BOE approved close contact guidelines for the district to follow in the absence of a quarantine order from the BHSJ Health Department. On Monday, December 27, the CDC updated its recommended isolation and quarantine period for the general population. The district's guidelines have been updated to reflect those changes. The updated guidelines are attached.
RECOMMENDATION: The superintendent recommends that the attached administrative guidelines be reviewed and approved.
