In accordance with the Open Meetings Act, Section 551.127, a governmental body that extends into three or more counties may meet by videoconference call only if the member of the governmental body presiding over the meeting is physically present at one location of the meeting. Discussion Pertaining to Personnel Matters, per Texas Gov't Code: 551.074 - Personnel Matters - deliberation on the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee to hear a complaint or charge against an officer or employee.
