4.H. Opening Concert. The Opening Concert for the 2026-2027 season at the Clarion is scheduled for Friday, September 25, 2026. The concert, featuring the Marshall Tucker Band, will begin at 7:30 p.m. Sponsorship opportunities are available. Invitations will be extended to the Board of Regents by mail.

4.J. 2026 CCATT Conference. The 2026 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday, and Saturday, September 17-19, 2026, in Baytown, Texas, at the Hyatt Regency Baytown. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Sr. Chief of Staff and Board Relations.

4.K. ACCT Annual Leadership Congress. The 2026 ACCT Annual Leadership Congress is scheduled for October 21-24, 2026, at the Hyatt Regency Chicago in Chicago, Illinois. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Sr. Chief of Staff and Board Relations.

4.L. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

6.B.1. Proposed Amended Board Policy – DMB (LOCAL) Termination of Employment: Tenure. The Sr. Vice President, Administration, requests the review of amended Policy DMB (LOCAL). The revision aligns the policy with SB 37. Board policy provides that new or amended policies are to be presented at one meeting and adopted at a subsequent meeting. Attached is a copy of the proposed amended policy with existing policy language appearing as regular text, deleted language appearing in red font with a line through it, and new language in blue font.

6.B.3. BBC (LOCAL) Board Members: Vacancies And Removal From Office. This new recommended local policy addresses the process for filling a board vacancy in an at-large position. Existing law requires the board to appoint an individual to fill the vacancy or call a special election, with certain exceptions. The policy provides Appointment Procedures, including procedures addressing a Call for Applications, Review of Applications, and Selection of an applicant, and clarifies an appointed board member's Duration of Appointment.

6.B.5. CS (LOCAL) Information Security. Revisions to this local policy at Information Security Assessment incorporate amendments to rules from DIR intended to implement HB 1500, which eliminated the information security components of the assessments that were relevant to community colleges.

6.B.7. FDA (LOCAL) Tuition And Fees: Residency. The title of the Residence Status Determination Official has been updated to reflect newly adopted Coordinating Board rules related to residency determinations. Other recommended revisions include removing the amended date to streamline the updating process. 7.A. Approval of the FY 2026-2027 Budget. The proposed budget for FY 2026-2027 is attached.

7.B. Record Vote to Propose Tax Rate. It would be appropriate for the Board to propose the 2026-2027 no new revenue tax rate of $0.284155, which is a tax increase of 1.997% above last year's tax rate and is scheduled for adoption at the September 21, 2026, Board meeting.

7.C. Vendor Approval – Information Technology. Attached is a communication from the Information Technology (IT) department recommending Board approval of the listed IT vendors for FY 2027, which are anticipated to have goods and/or services purchased in an amount greater than $100,000. The Vice President, Finance, Business & CFO, and President join in this recommendation.
It would be appropriate for the Board to approve the attached IT vendor listing for FY 2027.

Attached is a communication from the Facility Services department recommending Board approval of the listed vendors for FY 2027, which are anticipated to have goods and/or services purchased in an amount greater than $100,000. 7.E. Financial Advisor for Revenue and General Obligation Bonds Services. On June 8, 2026, Brazosport College issued a Request for Proposal (RFP) 2026.04 for Financial Advisor for Revenue and General Obligation Bonds Services. The solicitation was publicly advertised in accordance with applicable state law and Board policy. The College received three (3) responsive proposals.
An evaluation committee reviewed and evaluated the proposals based on the criteria established in the RFP, including firm experience and qualifications, experience with Texas public and higher education bond programs, key personnel qualifications, proposed approach and methodology, references, and fee proposal. Following the evaluation process, the committee identified TRB Capital Markets, LLC d/b/a Estrada Hinojosa as the highest-ranked respondent and recommended the firm for award. It is recommended that the Board of Regents approve the award of RFP 2026.04 for Financial Advisor for Revenue and General Obligation Bonds Services to Estrada Hinojosa. |

7.F. Financial Advisor, Funds Manager and Brokerage Services. On May 27, 2026, Brazosport College issued Request for Proposal (RFP) 2026.03 for Financial Advising, Funds Management, and Brokerage Services. The solicitation was publicly advertised in accordance with applicable state law and Board policy. The College received three (3) responsive proposals.
An evaluation committee reviewed and evaluated the proposals based on the criteria established in the RFP, including overall price, firm reputation and references, qualifications and experience, responsiveness to the Scope of Work, and completeness of the proposal. Based on the initial evaluation, one respondent was selected to advance to the interview phase of the procurement process. Following the interview conducted on August 5, 2026, the evaluation committee determined that Bernstein Global Wealth Management demonstrated the qualifications, experience, and approach that best meet the College's needs and recommended the firm for award. It is recommended that the Board of Regents approve the award of RFP 2026.03 - Financial Advising, Funds Management, and Brokerage Services to Bernstein Global Wealth Management. |

7.G. Approval of Classroom AV Upgrades – Phase 1. The College is planning to complete Phase 1 of classroom audiovisual (AV) upgrades to enhance instructional technology and support the learning environment. The total cost of the project exceeds $500,000.
DataVox has submitted a proposal through the TIPS Purchasing Cooperative. Because the purchase is being made through an approved cooperative purchasing program, the College is not required to advertise or solicit competitive bids at the local level. It would be appropriate for the Board to approve the purchase of the Classroom AV Upgrades – Phase 1 project from DataVox through the TIPS Purchasing Cooperative in the amount of $587,469.04. |

7.H. Video Production Services. The Office of Finance and the Office of Marketing and Communications of Brazosport College issued a Request for Proposals (RFP) for Video Production Services in accordance with state law and Board policy on April 22, 2026. The College received proposals from eight (8) qualified vendors.
An evaluation committee reviewed and scored the proposals based on the criteria established in the RFP, including qualifications, experience, approach, and pricing. Following its evaluation, the committee determined that Motion Media Co. offered the best overall value to the College and recommended award accordingly. The committee considered both the qualitative evaluation results and the proposed pricing in making its recommendation. The initial contract term will be one (1) year, beginning September 1, 2026, and ending August 31, 2027, with the option to renew for four (4) additional one-year terms. It is recommended that the Board approve Motion Media Co. for Video Production Services and authorize expenditures that may exceed $100,000 over the term of the agreement. |

7.I. Tenure Recommendation. In accordance with Brazosport College Board Policy and administrative procedures, eligible faculty members seeking tenure completed the College's tenure review process. Based on the recommendations received through the tenure review process, the Office of the President recommends that the following faculty members be granted tenure, effective with the 2026–2027 academic year.
It would be appropriate for the Board to approve the recommendation.

7.J. Rank Advancement Recommendation. In accordance with Brazosport College Board Policy and administrative procedures, eligible faculty members seeking rank advancement completed the College's rank advancement review process. Based on the committee's recommendations, the Office of the President recommends that the following faculty members be approved for rank advancement, effective with the 2026–2027 academic year.
It would be appropriate for the Board to approve the recommendation.

7.K. Senate Bill 17 Compliance Certification. Certification of Senate Bill 17 Compliance – Senate Bill states an institution of higher education may not spend money appropriated to the institution for a state fiscal year until the governing board of the institution submits to the legislature and the Texas Higher Education Coordinating Board (THECB) a report certifying the Board's compliance with Texas Education Code, Sec. 51.3525 for Fiscal Year 2025 -2026.
The President recommends authorization by the Board for the Board Chair and President to take any necessary action to complete the certification process and submit the certification to THECB. 7.L. Senate Bill 18 Compliance Certification. Certification of Senate Bill 18 Compliance – Senate Bill states an institution of higher education may not spend money appropriated to the institution for a state fiscal year until the governing board of the institution submits to the legislature and the Texas Higher Education Coordinating Board (THECB) a report certifying the Board's compliance with Texas Education Code, Sec. 51.3525 for Fiscal Year 2025-2026.

7.M. Board Evaluation of Investment Advisor. A provision in Board policy CAK (LOCAL) that requires annual evaluation of our investment advisor. Brazosport College investment advisor is Mr. Timothy Ruch, from Bernstein. Please find attached the evaluation of the investment advisor.
It would be appropriate for the Board to accept the evaluation of our investment advisor.

7.N. Payroll Related to Potential Future Emergency Closures in FY 2026-2027. Policy DEA (LOCAL) states that if “the Board chooses to pay employees during an emergency closure for which the workdays are not scheduled to be made up at a later date, then that authorization shall be by resolution or other Board action and shall reflect the purpose served by the expenditure.”
The Sr. Vice President, Administration, recommends that the Board pre-authorize the College pay up to 15 working days its full-time, part-time, and student employees who were scheduled to work during any emergency closure in FY2026-2027, unless any of those days are scheduled to be made up at a later date. Employees should not have to expend leave or go without pay due to the College’s decision to close due to the emergency. The President joins in this recommendation. It would be appropriate for the Board to pre-approve that the College pay up to 15 working days its full-time employees and part-time employees who were scheduled to work but could not due to any future emergency closure, unless any of that work time is scheduled to be made up.
