6.A. Report of Taxes Collected. Taxes Collected in February 2025 will be presented in the April 2025 board meeting as the tax office is closed for Texas Independence Day.

6.B. Report of Unfilled Positions. The Vice President, Human Resources, provides the attached report on vacant positions that are currently being advertised.

6.D. Fund Development Report. The Sr. Vice President, Student Success and Advancement, provides the attached report on fund development activities of the Brazosport College Foundation for March and April 2025.

6.E. 2025 Career Fair. Brazosport College will host its 31st annual Career Fair on Thursday, April 10, 2025. The event serves approximately 1,700 juniors from partner ISDs, as well as private, online, and homeschool students. Students will participate in two educational sessions on specific career areas, one skill-building session, and a vendor fair where students can engage with over 50 community partners. This year’s event will feature interactive questions for students to reflect on their learning and future career paths. This tradition is a cooperative effort between Brazosport College, the ISDs, business, industry, and civic organizations. We are grateful to all who participate in making this event successful each year.

6.F. 2024-2025 Employee Recognition Dinner. The 2024-2025 Employee Recognition Dinner will take place on Friday, April 11, 2025, at 6:30 p.m., at the Dow Academic Center and will honor the FY24 -25 service awards recipients, including Chairman Robert Perryman, and Vice Chair Jason Cordoba. Board of Regents members and their guests are invited to attend the annual event.

6.G. SBDC Open House. In celebration of their 40th Anniversary, the Small Business Development Center will have an open house on Tuesday, April 15, 2025, from 2:00 to 4:00 pm in the Corporate Learning Center. Invitations will be extended to the Board of Regents. A copy of the save-the-date is attached.

6.H. Gator Grab Auction/Gator Day/Strive 2 Drive Car Drawing. The annual Gator Grab Auction is scheduled for Thursday, April 17, 2025, from 11:00 a.m. to 2:00 p.m. in the MEGlobal Student Pavilion at Brazosport College. The event is to raise funds for scholarships and is held in conjunction with Gator Day, which is sponsored by Student Engagement. The drawing for the Strive2Drive car will be held at 1:00 p.m. as a part of these events. Members of the Board of Regents are invited to attend the events. Lunch is provided.

6.I. BC Foundation Gator Classic. The Brazosport College Foundation Gator Classic, presented by Freeport LNG, will be held on Friday, April 25, 2025, at the Wilderness Golf Course. The Gator Classic is co-chaired by Jay Gibson and Courtney Birdsong. Registration begins at 9:30 a.m., helicopter ball drop at 10:45 a.m., and an 11:00 a.m. shotgun start. The tournament will begin in a standard scramble format with 144 players. Along the course, players will have an opportunity to participate in a variety of skills challenge holes and activities, enjoy delicious cuisine prepared and served by area corporations, and interact with Brazosport College students. The tournament will conclude with the Blue Jacket Awards Presentation and live musical entertainment.

6.J. Distinguished Student Ceremony. Brazosport College annually recognizes up to 20 students who, through a college-wide nomination process, are selected as distinguished students. The 2024-2025 Distinguished Student Awards Ceremony will be held Monday, April 28, 2025, at 2:00 p.m. in The Clarion at Brazosport College.

6.K. Law Enforcement Academy Graduation. The LEA Graduations are scheduled for Friday, May 2, 2025, and May 30, 2025, at 6:00 pm. Both graduations will be held in Gator Hall.

6.L. ADN Pinning Ceremony. The ADN pinning ceremony is scheduled for Thursday, May 8, 2025, at 6:00 pm, at the Clarion at Brazosport College.

6.M. 2025 Commencement. Commencement exercises for the 2024-2025 academic year are scheduled for Saturday, May 10, 2025, in the Dow Academic Center at Brazosport College. The two ceremonies are scheduled to begin at 10:00 a.m. and 2:00 p.m. The college will host a lunch in Gator Hall for faculty, staff, commencement guests, and board members in between the two ceremonies.

6.N. Community Engagement & Adult Education and Literacy Graduation. Graduation ceremonies for students completing Adult Education and Literacy and Allied Health Workforce Programs will be held on Thursday, May 15, 2025, at 7:00 p.m. in The Clarion at Brazosport College.

6.O. 2025 CCATT Annual Conference. The 2025 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday, and Saturday, September 11-13, 2025, in West Lake Hills, Texas, at the Hotel Viata. The theme for the conference is Tactful Trusteeship: From Case Studies to Campus Solutions. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Chief of Staff and Board Relations.

6.P. ACCT Annual Leadership Congress. The 2025 ACCT Annual Leadership Congress is scheduled for October 22-25, 2025, in New Orleans, Louisiana. The theme for the conference is Reimaging Community College: Innovation for a Changing World. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Chief of Staff and Board Relations.

6.Q. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

7.A. Enrollment Strategy. The Sr. Vice President, Student Success and Advancement, will present an update on enrollment and strategies for Brazosport College.

7.B. Nuventive Presentation. The Vice President, Academic Affairs & Institutional Effectiveness, will present an update on the Nuventive tool. Nuventive is an online tool that supports multiple campus-wide services including program assessment, strategic planning, and accreditation. Brazosport College stakeholders will use this system to complete Basic Unit Reviews, Basic Program Reviews, and track strategic planning progress.

8. Unfinished Business

8.A. Proposed Amended Board Policy – EE (LOCAL) Curriculum Development. The Vice President Human Resources requests the review of the amended Policy EE (LOCAL). This policy affirms the college’s commitment to the curriculum development process and that program development aligns with the Texas Higher Education Coordinating Board and Southern Association of Colleges and Schools Commission on College requirements.
Attached is a copy of the proposed amended policy with existing policy language appearing as regular text, deleted language appearing in red font with a line through it, and new language in blue. This proposed policy is presented for second reading and adoption.

9.A. Statement of Officer and Oath of Office. The Oath of Office for the recently appointed Regent for Position 3 will be administered to Nita Garza by the Chair of the Board.
It would be appropriate for the designated Regent to sign the Statement of Officer and Oath of Office documents.

9.B. Operating Agreement with Brazosport College and the Brazosport College Foundation. The Operating Agreement with Brazosport College and the Brazosport College Foundation is to be approved biennially. The Brazosport College Foundation Board of Directors approved the Operating Agreement on February 11, 2025, at their Board of Directors meeting. There are no recommended revisions.
It would be appropriate for the Board to approve the Operating Agreement as presented.

9.C. Audit Engagement for Year Ending 2025. Attached is an engagement letter from the firm of KM&L, LLC describing the services to be performed for the College for the year ending August 31, 2025. This will be the second year of a five-year award that the Board approved on March 20, 2023. The fee estimate included in the engagement letter is $61,500 for services as described in the letter. Also attached is a list of the actual fee billings for previous audits.
It would be appropriate for the Board to accept the engagement letter and approve the engagement of KM&L, LLC as auditor for the fiscal year ending August 31, 2025.

9.D. United Way. In order for Brazosport College to participate in the local United Way campaign, the Board of Regents must exercise its option to do so. This action provides local Boards the option of choosing not to participate in the State Employee Charitable Campaign (SECC). Attached is a communication from the Vice President, Human Resources recommending participation in the United Way of Brazoria County.
It will be appropriate for the Board to exercise its option to not participate in the SECC for the 2025 campaign.

9.E. Annual Faculty Contracts. The Non-Tenured Faculty listed below are recommended for contracts for Academic Year 2025-2026 as follows:

9.F. Annual Staff Contracts.
1.) For academic year 2024-2025, the following staff member is eligible for a two-year employment contract for the period from September 1, 2025, to August 31, 2027: Ginger Wooster, Vice President Finance/Chief Financial Officer 2.) The following staff member is eligible for a one-year employment contract for the period from October 1, 2024, to September 30, 2025 (Federal Fiscal Year): Jennifer Finney, Director, Small Business Development Center This position is aligned with the Federal budget cycle. It would be appropriate for the Board to approve the contracts for the period and conditions identified. |
9.G. Personnel.

9.G.1. Employment of Dr. LaToya Mills. Dr. Mills has been selected as the lone finalist for the position of Dean, Student Success. Accordingly, the President recommends the hiring of Dr. Mills for the remainder of the 2024-2025 academic year and the 2025-2026 academic year.
It would be appropriate for the Board to approve the contract for the period and conditions identified.
