6.G. Preliminary Appraised Values. Please find attached the Brazoria County Appraisal District's estimated values for tax year 2023 and the preliminary appraised values for all taxing entities in Brazoria County. The preliminary appraised value does not include any 2023 updates to value for personal property, industrial, utility, pipelines or minerals. Please note that tax year 2023 is Brazosport College's fiscal year 2024.

6.H. Peer Recruiter Annual Report. The Director, Marketing, Communications, and Recruitment, provides the Peer Recruiter Annual Report for the 2022-2023 academic year. The Peer Recruiters are a unique college department comprised of six part-time peer recruiters that are also Brazosport College students. Five peer recruiters represent a local high school in our service area, and the sixth peer recruiter represents our non-traditional student population.

6.N. 2023 CCATT Annual Conference. The 2023 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday & Saturday, September 14-16, 2023, in Fort Worth, Texas, at the Marriott Hotel and Golf Course at Champion Circle. The theme for the conference is Inspiring Innovation: Community College Governance for the Future. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President.

6.O. ACCT Annual Leadership Congress. The 2023 ACCT Annual Leadership Congress is scheduled for October 9-12, 2023, at the Aria Resort and Casino in Las Vegas, Nevada. The theme of the conference is Building a Legacy: Uplifting Students and Transforming Communities. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President, no later than Tuesday, August 1, 2023, in order to ensure a lower rate for the conference and hotel. 6.P. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

7.A. Compensation Presentation. The President will present an analysis and recommendation to the Board of Regents on proposed salary increases for FY24. These proposed compensation increases will be action items at the Board’s meeting in June.

7.B. Tax Rate Update. The Vice President, Financial Services and CFO, will present information related to property taxes for tax year 2023, which is Brazosport College's fiscal year 2024.

8. New Business

8.A. Architect for Master Planning Services. The Vice President, Financial Services and CFO provides the attached memo regarding the recommendation of Broaddus Planning for the development of the College's Master Plan, the estimated time of completion, and the breakdown of fees.
It would be appropriate for the Board to approve this recommendation.

8.B. Property and Liability Insurance Renewal. The Vice President, Financial Services and CFO, provides the attached memo with information on the annual renewal premiums for commercial property and liability insurance for the College for the period of May 28, 2023 through May 28, 2024. Because of the volatility in the market, most of the carriers are waiting until right before renewal dates to come in with competitive pricing. We recommend that the Board approve the President to negotiate final insurance premiums.
It would be appropriate for the Board to approve the President to negotiate the renewal of property and liability insurance for the College.

8.C. Vehicle Purchases from Caldwell Country Chevrolet. In fiscal year 2023, the Police Department issued a purchase order for a 2023 Chevy Tahoe last November, but the Tahoe has not been delivered.
Facility Services also issued a purchase order in FY 2023 for a Chevy Silverado Single Cab pickup with a Tommy Lift, and a Chevy Crew Cab 1500 pickup. The Chevy Crew Cab 1500 pickup has been delivered, but the Tahoe and the other pickup have not been delivered. Please see the table below that shows the vehicles that will be replaced, the original cost, and the new costs. As it turns out, all of the purchase orders were with Cardwell Country Chevrolet. Cardwell Country Chevrolet is a member of the Buy Board Cooperative, so no competitive bidding was required, but the total amount for the three vehicles exceeds $100,000 and requires Board approval. We comply with our policy at the moment because we have only spent $47,095, but when the other two vehicles are delivered, we will need to pay, and there are sufficient capital funds that were budgeted. Therefore, we recommend that the Board approve the purchase from Caldwell Country Chevrolet in the amount of $160,842. It would be appropriate for the Board to approve this item. |

8.D.1. Annual Contracts. Staff employees listed below are recommended for contracts for Academic Year 2023-2024 as follows:
1. The President recommends Sam Chamberlain for a two-year contract from September 1, 2023, to August 31, 2025. It would be appropriate for the Board to approve the contract for the period identified.

8.D.2. Employment of Dr. William Brad McGonagle as Vice President, Human Resources. Dr. Solis recommends the employment of Dr. William Brad McGonagle as Vice President, Human Resources, for the remainder of the 2022-2023 academic year and the 2023-2024 academic year, starting on May 16, 2023. A biographical summary and position notice are included in the agenda.
It would be appropriate for the Board to approve the contract for the period and conditions identified.

8.D.3. Employment of L. Randall Tandy as Director, Facility Services. Included in the agenda is a communication from the Vice President, Financial Services & Chief Financial Officer, recommending the employment of L. Randall Tandy as Director, Facility Services for the remainder of the 2022-2023 academic year and the 2023-2024 academic year, starting on May 16, 2023. A biographical summary and position notice are also included.
The President joins in this recommendation. It would be appropriate for the Board to approve the contract for the period and conditions identified.

9. Executive Session. Adjournment to executive/closed session pursuant to the Texas Open Meetings Act, Texas Government Code Sections 551.071 and 551.074, for the following purposes:
