6.I. Affidavits for Disclosure of Conflict of Interest. Attached is the Affidavit Disclosing Substantial Interest in a Business Entity or Real Property, as defined in Local Government Code Sec. 171.002; the Affidavit for Disclosing Interest in Property under Government Code, Chapter 553, Subchapter A; the Affidavit for disclosing gifts exceeding $100 accepted from any vendor doing business with Brazosport College by Board members or any family member of a Board member, as defined in Local Government Code 176; and Board Policy BBFA (LEGAL) along with BBFA (EXHIBIT),which provides additional information referenced in the disclosure affidavits.
Affidavits for each Board member will be distributed at the meeting. The affidavits will need to be completed and notarized following the meeting.

6.J. Brazoria County Day 2023. Brazoria County Day will be held February 26-28, 2023, in Austin, TX. The schedule of events is attached. This year the Brazosport College Jazz Band and Jazz Singers will perform on February 28th at the World’s Largest Shrimp Cocktail Party from 5:00 – 8:00 p.m. The Brazosport College Choir will perform inside the Rotunda at the Texas State Capitol on Thursday, February 28th at 12:00 p.m.

6.K. 2023 Board Workshop. As part of the College’s evolving planning process, the Board meets in an annual workshop to study information, measure progress toward milestones, and discuss future directions.
The 2023 Board Workshop is scheduled for Friday and Saturday, March 3 – 4, 2023. Professional Development workshop sessions will take place on Friday from 11:30 a.m. – 4:00 p.m. A Special Board Meeting will be held on Saturday morning beginning at 8:30 a.m. The Board meeting will provide an opportunity to review the College’s ten-year financial outlook and consider updates to the Strategic Plan Vision 2025. These workshop sessions will be held in-person at the Corporate Learning Center at Brazosport College. |
6.L. Counselor/Administrator Dinner. The annual Counselor/Administrator Dinner is scheduled for Thursday, March 2, 2023, at 6:00 p.m., at the Dow Academic Center at Brazosport College. The dinner and program provide a forum for conveying appreciation for the work of ISD administrators and counselors who collaboratively work with Brazosport College in efforts to support college readiness and student success. Members of the Board of Regents are invited to attend.

6.M. 2023 Career Fair. Brazosport College will host its annual Career Fair on Thursday, April 13, 2023. The event serves approximately 1,700 juniors from the Angleton, Brazosport, Columbia-Brazoria, Danbury, and Sweeny Independent School Districts. Students from Angleton Christian School, Brazosport Christian School, and Foundation Preparatory Academy will also participate. As in previous years, students will have the opportunity to participate in four educational sessions on specific career areas and general topics. A variety of activities that are designed to provide career and educational information will be provided through this cooperative effort between Brazosport College, the ISDs, business, industry, and civic organizations. We are excited to welcome and host this exciting event again this year.

6.N. 2023 Board of Trustees Institute. The 2023 Board of Trustee Institute (BOTI), as part of the Texas Success Center, has been set for Tuesday, February 21, 2023, and Wednesday, February 22, 2023, at the Lakeway Resort in Lakeway, TX. Two members of the Board of Regents are invited to attend in addition to Dr. Vincent Solis, President. Reservations are to be made through Annaliza Gideon, Executive Assistant to the President.

6.O. Commencement 2023. Commencement exercises for the 2022-2023 academic year are scheduled for Saturday, May 13, 2023, at the Dow Academic Center at Brazosport College. The two ceremonies are scheduled to begin at 10:00 a.m. and 2:00 p.m. The college will host a lunch at Gator Hall for faculty, staff, commencement guests, and board members in between the two ceremonies.

6.P. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

8. New Business

8.A. Resolution to Increase 65 and Over Property Tax Exemption. Attached is a resolution to raise the current property tax exemption for 65 and over for taxpayers with a homestead exemption from $25,000 to 75,000. This is an increase of $50,000 compared to our current exemption amount. The Board previously approved this on September 19, 2022, and the resolution attached is a formality to memorialize this action, and to provide a copy to the Brazoria County Appraisal District and the Brazoria County Tax Collector. The effective date of this change is tax year 2023.
It would be appropriate for the Board to approve this resolution.

8.B. Information Technology (IT) Vendor List Amendment. The Vice President, Financial Services and CFO, has attached a memo requesting the addition of Quicklert to the IT Vendor List that the Board approved August 16, 2021.
It would be appropriate for the Board to approve this item.

8.C. Simtronics Purchase. The Process Technology department is upgrading software and equipment in order to complete the digitalization of the PET Plant. Simtronics is the sole manufacturer, supplier, and distributor of Simtronics Software Products. The cost of this purchase is $143,830 and will be paid for by BASF donations made to the Foundation. Attached you will find a quote and description of the services for this purchase.
It would be appropriate for the Board to approve this purchase.

8.D. Board Policies.
|
8.D.1. Proposed Amended Board Policy – DED (LOCAL) – Compensation and Benefits – Holidays. The Vice President, Human Resources, recommends adoption of amended Policy DED (LOCAL) regarding holidays. This amendment recognizes the Juneteenth holiday previously approved by the Board. Board policy provides that new or amended policies are to be presented at one meeting and adopted at a subsequent meeting. Attached is a copy of the proposed amended policy with existing policy language appearing as regular text, deleted language appearing in blue font with a line through it, and new language in underlined red font.
This proposed policy is presented for first reading.

8.E. Personnel.

8.E.1. Employment of Lawrence Randall Tandy Jr. as Operations Manager, Facility Services. Included in the agenda is a communication from the Vice President, Financial Services & CFO, recommending the employment of Lawrence Randall Tandy, Jr. as Operations Manager, Facility Services for the remainder of the 2022-2023 academic year, starting on January 18, 2023. A biographical summary and position notice are also included.
The President joins in this recommendation. It would be appropriate for the Board to approve the contract for the period and conditions identified.
