6.N. ACCT Annual Leadership Congress. The 2022 ACCT Annual Leadership Congress is scheduled for October 26 – 29, 2022, at the Mariott Marquis in New York, New York. The theme of the conference is Community Colleges: Improving the Lives of Entire Families. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President, no later than Monday, August 1, 2022, in order to ensure a lower rate for the conference and hotel. 6.Q. Peer Recruiter Update. The Director, Marketing & Communications, provides the Peer Recruiter Annual Report for the 2021-2022 academic year. The Peer Recruiters are a unique college department comprised of six part-time peer recruiters who are also Brazosport College students. Five peer recruiters represent a local high school in our service area, and the sixth peer recruiter represents our non-traditional student population.

6.R. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

8.A. Public Meeting for the 2022-2023 Budget. Attached is the budget and tax planning calendar for the FY 2023 budget and tax rate, which includes a special meeting called of the Board of Regents.
It would be appropriate for the Board to approve the planning calendar that includes a special meeting called of the Board of Regents.

8.B. Signatory Changes to Banking and Investment Accounts. Attached is a resolution changing signature authorities on the College’s banking and investment accounts due to the change in Officers of the Board of Regents.
It would be appropriate for the Board to approve this resolution.

8.C. Resolution to Approve Brazoria County Hazard Mitigation Plan. Attached is a resolution to approve the 2018 Brazoria County Hazard Mitigation Plan. By doing this, the County and other municipalities in the County will provide support to Brazosport College in the event of an emergency, and Brazosport will reciprocate in kind. This also gives the College an opportunity to request FEMA Hazard Mitigation grant funds.
It would be appropriate for the Board to approve this resolution.

8.D. Adjustment to Faculty and Administrative/Support Staff Salary Structures. When the Board of Regents adopted the salary structure models in February of 1999, there was a commitment by the Board to periodically review the compensation structures to ensure salaries reflect parity within the labor market. Prior salary surveys occurred biennially, including in 2015, 2017, and 2019. The market surveyed for 2021 included the Gulf Coast Colleges, two-year colleges in Texas awarding baccalaureate degrees, and select employers in Brazoria County. As in previous market surveys, Brazosport College collected and compiled the data and Arthur J. Gallagher analyzed and provided recommendations for the revisions to the current salary structure. The current Administrative and Support Staff Salary Structure was found to be highly competitive with the market. The structure midpoint was -0.7 below the 67th percentile of the market. The Faculty Salary Structure was found to be competitive; however, the structure midpoint was -9.6% below the 67th percentile of the market. To remain competitive with market adjustments for next year and to ensure the structure does not fall behind the market, it is recommended that the College increase the Administrative and Support Staff Salary Structure by 1% and the Faculty Salary Structure by 3% for FY23.
It would be appropriate for the Board of Regents to approve the proposed revision to the Administrative and Support Staff and Faculty Salary Structures, to be effective September 1, 2022.

8.E. Step Increase for FY 2023. Brazosport College’s employees progress through both salary structures via steps. Each step represents approximately a 3% increase in salary. A step increase for each eligible faculty member, and administrative and support staff members help minimize salary compression.
It would be appropriate for the Board to approve a step increase for eligible faculty, administrative professionals, and staff, to be effective September 1, 2022. |
8.F. Revisions to the Adjunct Instructional Rates. A communication from the Vice President, Human Resources, recommends revisions to adjunct instructional rates. These proposed revisions follow the review process for adjunct instructional rates for Brazosport College’s compensation system. The last increase in adjunct instructional rates occurred in December 2017. In the ensuing four years, Brazosport College’s adjunct rates have fallen below other colleges in the area. The Vice President, Human Resources and the Vice President, Academic and Student Affairs recommend that they be increased as set forth in the attachment.
The President recommends approval of these rate revisions as presented. If approved, the effective date of these rates would be September 1, 2022.

8.G. Proposed Revisions to the Pay Rates for Part-Time Non-Credit Hourly Instructors. Two communications from Community Education and the Center for Business & Industry Training, recommend revisions to the pay rates for part-time non-credit hourly instructors in those departments. These positions are not paid on the salary structures. These proposed revisions follow the review process for hourly rates for Brazosport College’s compensation system. The last increase to the pay for these positions occurred in 2013. In the ensuing nine years, these pay rates have fallen below other colleges in the area. The Vice President, Human Resources and the Vice President, Industry & Community Resources, recommend that they be increased as set forth in the attachments.
The President recommends approval of these rate revisions as presented. If approved, the effective date of these rates for part-time hourly instructors would be July 1, 2022 for Adult Education & Literacy instructors in Community Education due to grant contract dates. The effective date will be September 1, 2022 for all other CE and CBIT non-credit instructors. It would be appropriate for the Board to approve the proposed revisions to the pay rates for part-time non-credit hourly instructors on the effective date of July 1, 2022 for Adult Education & Literacy instructors in Community Education and September 1, 2022 for all other CE and CBIT non-credit instructors.
