6.H. Texas Workforce Commission Summer Merit Grant. Attached is a communication from the Director, Business Services, reporting on a notification from Texas Workforce Commission that Brazosport College has received approval for the Governor’s Summer Merit Program in the amount of $62,577 for Summer STEM Enrichment Camps.

6.J. Title IX Incident Report. Effective September 1, 2019, under Texas Education Code, Section 51.253(c), the Chief Executive Officer of a postsecondary educational institution is required to submit a data report at least once each fall or spring semester to the institution’s governing body concerning incidents that constitute sexual harassment, sexual assault, dating violence, or stalking. In compliance with this new legislation, the President provides the attached Title IX Incident Report.

6.K. Budget for AEL Program. The Director, Business Services, provides the attached communication regarding notification from the Houston-Galveston Area Council of additional funding for the EL Civics portion of the 2021-2022 Adult Education and Literacy Program in the amount of $50,000.

6.M. THECB Accelerating Credentials Grant. Attached is a communication from the Director, Business Services, reporting on a notification from the Texas Higher Education Coordinating Board that Brazosport College has received approval for the Accelerating Credentials of Purpose and Value Grant Budget in the amount of $343,537 for the period of March 21, 2022 through September 30, 2022 for Cyber Security and Cloud Computing.

6.N. Community Education 2022 Summer Schedule. The Director, Community Education, provides the attached Summer 2022 Community Education Schedule. This schedule may be modified based on federal, state, or local government guidance regarding COVID-19.

6.O. Brazosport College Foundation Gator Classic. The Brazosport College Foundation Gator Classic presented by Freeport LNG will be held on April 21st and April 22nd, 2022.
The Blue Jacket Social, chaired by Courtney Birdsong, will be held Thursday, April 21st, at the Dow Academic Center at Brazosport College from 6:00-8:00 p.m. The evening is dedicated to celebrating scholarship donors and recipients. Guests attending the Blue Jacket Social will include event sponsors, corporations, individual tournament players, business and community leaders, scholarship donors, and Brazosport College scholarship recipients. The social will provide fabulous food stations, drinks, and a variety of interactive activities and contests. The Golf Tournament, chaired by Jay Gibson, will be held on Friday, April 22nd, at the Wilderness Golf Course. Registration begins at 6:30 a.m., breakfast is served at 6:30 a.m., helicopter ball drop at 7:45 a.m., and an 8:30 a.m. shotgun start. The tournament will begin in a standard scramble format with 144 players. Along the course, players will have an opportunity to participate in various skills challenge holes and enjoy delicious cuisine prepared and served by area corporations. The tournament will conclude with a crawfish boil sponsored by Norrell Construction and the Blue Jacket Awards Presentation, in which the winning team is presented with blue jackets and thus growing the Blue Jacket Winners Club.

6.P. Distinguished Student Ceremony. Brazosport College annually recognizes up to 20 students, who through a college-wide nomination process, are selected as Distinguished Students. The 2021-2022 Distinguished Student Awards Ceremony will be held Thursday, April 28, 2022, at 2:00 p.m., in The Clarion.

6.Q. Speaker Dennis H. Bonnen Recognition Event. Brazosport College and the Brazosport Area Chamber of Commerce are co-hosting an Appreciation Luncheon Honoring Speaker Dennis Bonnen on Thursday, April 28, 2022. The event celebrates Speaker Bonnen’s 24 years of service to Brazoria County in the Texas House of Representatives. Prior to the luncheon, a private building dedication ceremony will take place at the main entrance of the Brazosport College campus. The dedication ceremony will begin at 11:30 a.m., and the luncheon immediately following at the Dow Academic Center at Brazosport College. Members of the Board of Regents are invited to attend the building dedication and appreciation luncheon as guests of Brazosport College.

6.R. Employee Recognition Dinner. The 2022 Employee Recognition Dinner will take place on Friday, April 29, 2022 at 6:30 p.m., at the Corporate Learning Center and will honor the FY22 service awards recipients. Board of Regent members and their guests are invited to attend the annual event.

6.S. ADN Pinning Ceremony. The ADN Pinning Ceremony is scheduled for Wednesday, May 18, 2022 at 6 p.m. in the Clarion.

6.T. Community Education Graduation. Community Education Graduation ceremonies for students completing Adult Education and Literacy and Workforce Programs will be held on Thursday, May 19, 2022, at 7:00 p.m. in The Clarion.

6.U. Law Enforcement Academy Graduation. The Law Enforcement Academy Graduation will be held on Friday, June 3, 2022, at 6 p.m. in the Clarion.

6.V. 2022 CCATT Annual Conference. The 2022 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday, and Saturday, June 16-18, 2022, at the Hyatt Regency – Houston. The theme of the conference is Focus Forward: Community College Governance and Strategic Planning. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President.

6.W. ACCT Annual Leadership Congress. The 2022 ACCT Annual Leadership Congress is scheduled for October 26 – 29, 2022, at the Mariott Marquis in New York, New York. The theme of the conference is Community Colleges: Improving the Lives of Entire Families. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President, no later than Monday, August 1, 2022, in order to ensure a lower rate for the conference and hotel. 6.X. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

7.A. Student Senate/Student Life/Intramural Reports. Representatives from Student Government, the Student Life Board, and Intramurals will provide information on their 2021-2022 goal accomplishments as well as an update on events and activities held during this last academic year.

7.B. Commencement 2022. Tracee Watts, Vice President, College Advancement, will present an overview for the Board of Regents on Commencement exercises for the 2021-2022 academic year scheduled for Saturday, May 14, 2022, in the Dow Academic Center at Brazosport College. Dr. Vincent Solis, President, Brazosport College, will provide the keynote address. The two ceremonies are scheduled to begin at 10:00 a.m. and 2:00 p.m. The College will host a lunch for faculty, staff, commencement guests, and Board members in between the ceremonies.

8.A. Proposed Amended Board Policy - AD (LOCAL). Educational Role, Mission, Purpose, and Responsibility. The Vice President, Human Resources, recommends adoption of amended Policy AD (LOCAL) regarding Educational Role, Mission, Purpose, and Responsibility as it comports with the amendments recommended by the Board during the Board Workshop on February 5, 2022. Board policy provides that new or amended policies are to be presented at one meeting and adopted at a subsequent meeting. Attached is a copy of the proposed amended policy with existing policy language appearing as regular text and new language in underlined red font and deleted language in red font with a strike-through.
This proposed amended policy is presented for second reading and adoption.

9.A. Mission, Vision, and Core Values. At the annual Board Workshop, the Mission, Vision and Core Values were reviewed and minor edits to the Vision Statement and Core Values were made and approved. The edited Mission, Vision, and Core Values are attached.
It would be appropriate for the Board to confirm the Brazosport College Mission, Vision and Core Values.

9.B. Vision 2025. Vision 2025 is presented to the Board as part of the annual planning process. Input for these proposed changes and additions were gathered from the annual Board Workshop, the college community, and the Planning and Institutional Effectiveness Council. The attachments include an Executive Summary, Goal Benchmarks and Progress, and Vision 2025.
It would be appropriate for the Board to consider approval of the updated Vision 2025.

9.C. Community Education Tuition and Fees for Summer Semester. Attached is a communication from the Director, Community Education, recommending tuition and fees for all Summer 2022 Community Education Courses.
The President recommends approval of these fees as presented. It would be appropriate for the Board to approve this recommendation.

9.D. New Program Approval. The Vice President of Academic and Student Affairs recommends approval of three new Associates of Applied Science degrees in Business Management, Cybersecurity, and Cloud Computing effective with the Fall 2022 semester. The attachments include information about each of the new programs as well as the board signature form required by the THECB. The President concurs with this recommendation.
It would be appropriate for the Board to consider approval of the three 60 credit hour Associates of Applied Science degrees in Business Management, Cybersecurity, and Cloud Computing beginning with the Fall 2022 semester.

1. Employment of Robert Saxton as Industrial & Commercial Construction Management Faculty. Included in the agenda is a communication from the Vice President, Academic & Student Affairs, recommending the employment of Robert Saxton as Industrial & Commercial Construction Management Faculty for the 2022-2023 academic year. A biographical summary and position notice are also included. The President joins in this recommendation. It would be appropriate for the Board to approve the contract for the period and conditions identified. 2. Employment of Jeffrey English as Career Services Coordinator. Included in the agenda is a communication from the Vice President, Academic & Student Affairs, recommending the employment of Jeffrey English as Career Services Coordinator for the remainder of the 2021-2022 academic year and the 2022-2023 academic year. A biographical summary and position notice are also included. The President joins in this recommendation. It would be appropriate for the Board to approve the contract for the period and conditions identified.

9.F. Annual Faculty Contracts. The President and Vice President, Academic & Student Affairs recommend that Om Chawla, Assistant Professor in Safety, Health, and Environmental Management, not be renewed for a contract for the 2022 – 2023 academic year.
It would be appropriate for the Board to approve the nonrenewal of Mr. Chawla’s contract for 2022 – 2023. |
