6.P. BC Foundation Annual Holiday Meeting. The annual holiday meeting of the BC Foundation is scheduled for Wednesday, December 1, 2021, from 6:30-8:30 p.m. at Brody’s Blacksmith Shop, 104 N. Parking Place, Lake Jackson, TX. Members of the Board of Regents and their guests are invited to attend. Invitations have been mailed.

6.Q. 2021 Texas Higher Education Leadership Conference. The 2021 Texas Higher Education Leadership Conference is scheduled for Thursday and Friday, December 2-3, 2021, at the AT&T Hotel and Conference Center in Austin, TX. Members of the Board of Regents are encouraged to attend with Dr. Millicent Valek, President. Registration for the conference is to be made through Kasie Guthrie, Executive Assistant to the President.

6.R. LVN Pinning Ceremony. The LVN Pinning Ceremony is scheduled for Wednesday, December 8, 2021, at 6:00 p.m. in the Clarion at Brazosport College. The public is invited to attend.

6.S. December 2021 Board Meeting. The December 2021 meeting of the Board of Regents is scheduled for Thursday, December 9, 2021, at 12:30 p.m., in Room 104 of the Corporate Learning Center at Brazosport College, preceded by the annual holiday luncheon at 11:30 a.m. in the Corporate Learning Center's 2nd Floor Atrium.

6.T. Law Enforcement Academy Graduation. The Law Enforcement Academy Graduation will be held on Friday, December 17, 2021, at 6:00 p.m. in Gator Hall at Brazosport College. The public is invited to attend.

6.U. January 2022 Board Meeting. The January 2022 meeting of the Board of Regents is set for Tuesday, January 18, 2022, due to a college holiday on Monday, January 17, 2022.

6.V. 2022 Board Workshop. As part of the College’s evolving planning process, the Board meets in an annual workshop to study information, measure progress toward milestones, and discuss future directions.
The 2022 Board Workshop is scheduled for Friday and Saturday, February 4-5, 2022. Professional Development workshop sessions will take place on Friday from 11:30 a.m.-4:00 p.m. A Special Board Meeting will be held on Saturday morning beginning at 8:30 a.m. The Board meeting will provide an opportunity to review the College’s ten-year financial outlook and consider updates to the Strategic Plan, Vision 2025. These workshop sessions and Special Board Meeting will be held in-person at the Corporate Learning Center at Brazosport College. |
6.W. Counselor/Administrator Dinner. The annual Counselor/Administrator Dinner is scheduled for Thursday, March 3, 2022, at 6:00 p.m., at the Dow Academic Center at Brazosport College. The dinner and program provide a forum for conveying appreciation for the work of ISD administrators and counselors who collaboratively work with Brazosport College in efforts to support college readiness and student success. Members of the Board of Regents are invited as guests of the College.

6.X. 2022 Career Fair. Brazosport College will host its annual Career Fair on Tuesday, April 12, 2022. The event serves approximately 1,700 juniors from the Angleton, Brazosport, Columbia-Brazoria, Danbury, and Sweeny Independent School Districts. Homeschool students, as well as students from Angleton Christian School, Brazosport Christian School, and Foundation Preparatory Academy, will also participate. As in previous years, students will have the opportunity to participate in four educational sessions on specific career areas and general topics. A variety of activities that are designed to provide career and educational information will be provided through this cooperative effort between Brazosport College, the ISDs, business, industry, and civic organizations. We are excited to welcome and host this event again this year.

6.Y. Commencement 2022. Commencement exercises for the 2021-2022 academic year are scheduled for Saturday, May 14, 2022, at the Dow Academic Center at Brazosport College. The two ceremonies are scheduled to begin at 10:00 a.m. and 2:00 p.m. The College will host a lunch at Gator Hall for faculty, staff, commencement guests, and Board members in between the two ceremonies.

6.Z. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

8. New Business

8.A. Selection of Interpreter Services. Attached is a memo that details the proposal of Linguabee, a provider of interpreter services. The College advertised a Request for Proposal (RFP) for Interpreter Services on October 6, 2021. On October 28, 2021, Purchasing and the RFP Committee opened the two (2) sealed bids that were received. One proposal was not responsive to the face-to-face interpreting requirement and was eliminated. The remaining proposal from Linguabee was responsive to the required services and references were checked.
The College received positive responses and feedback from references that were checked. In addition, Linguabee is a deaf-owned and operated business and provides interpreters that are certified with the Registry of Interpreters for the Deaf (RID) and/or other certifications known in the industry. The proposed contract with Linguabee is for a one-year contract beginning on January 1, 2022 with four (4) additional one-year extensions. It would be appropriate for the Board to approve the one-year contract with Linguabee with four (4) additional one-year extensions.

8.B. Approval of Spring 2022 Tuition and Fees for Community Education. The Vice President, Industry & Community Resources, recommends the attached amendments and additions to tuition and fees for Community Education courses for the Spring 2022 semester.
It would be appropriate for the Board to approve the Spring 2022 tuition and fees for Community Education as recommended.

8.C. Community Health Network MOU. Vision 2025 calls for Brazosport College to ensure the needs of underserved students are met in order to promote social and economic mobility. Access to quality and affordable medical and behavioral healthcare is a hurdle for many students. The CHN Clinic at Brazosport College was established in 2020 and, since reinitiating regular operating hours in September 2021, has offered medical and behavioral health services to a growing number of students, faculty, and staff. The MOU governing the partnership has been reviewed by legal counsel.
It would be appropriate for the Board to authorize the President to execute a one-year MOU with Community Health Network for the continued operation of the "CHN Clinic at Brazosport College." |
8.D. Financial Report. The Vice President, Financial Services & CFO, provides the attached financial report for October 2021.
It is recommended that the Board accept the financial report.

9. Executive Session
The President requests an Executive Session as provided in the Texas Government Code, Section 551.074. For the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee or to hear complaints or charges against a public officer or employee. -Evaluate 2021 Leadership Goals for current President. -Consider contract terms for Dr. Vincent Solis as next President and approval of a formal contract.
