Item Title Resolution Supporting the City of Minneapolis’ Application for MnDOT Safe Routes to School Boost Infrastructure Grant Requesting Division Operations Background The City of Minneapolis Public Works is preparing an application to fund a Safe Routes to School (SRTS) infrastructure project near Andersen United Middle School, via the Minnesota Department of Transportation (MnDOT) Safe Routes to School State Infrastructure Program. These one-time funds are being made available to communities through a competitive process administered through MnDOT. The City intends to use SRTS funds to supplement the local match for the Phillips Pedestrian Safety Project, which was awarded $1 million in federal funding in 2020. The funds from the state SRTS grant could be used to make SRTS enhancements on portions of 28th Street, Chicago Ave, and 24th Street as identified in the federal application. The City anticipates using the funds to make improvements at the intersection of 28th Street and 10th Ave S, adjacent to Andersen United Middle School. Pedestrian and bicycle improvements near Andersen United Middle School under consideration for this project include, but are not limited to signal upgrades, ADA-compliant curb ramps, bump outs, medians, signage, traffic control devices, bikeway upgrades, and intersection pavement markings. This project builds upon the work done during MPS’ 2017 Safe Routes to School Strategic Action Plan, which recommended seeking grant funding to support SRTS work for both infrastructure and non-infrastructure projects. The project will make improvements to biking and walking, reducing barriers for students who currently or would like to use those modes when traveling to/from Andersen School. Grant funding for the SRTS Infrastructure Program does not require a local match. MnDOT requires a school board resolution signed by the governing body for all applications under consideration. Timeline/Next Steps The grant deadline is January 7th, 2022. Planning and engagement for the project has already begun, and is expected to continue through 2022. Construction is expected to start in 2024.

** Forwarded from 'Finance Committee' ** Background Pursuant to Minnesota Statute, the district is required to certify its final property tax levy before December 28, 2021. Districts are also required to hold a public meeting at which the budget and levy will be discussed, and the public allowed to speak. The Senior Financial Officer recommends, and the Superintendent concurs, that the maximum levy allowed be certified, which totals $240,691,537.86. Timeline/Next Steps Upon approval, the final levy will be communicated to Hennepin County and the Minnesota Department of Education.
