August 17, 2026 at 6:30 PM - 2nd Council Regular Meeting

1. 5:30 P.M. - Monday, August 17, 2026: Special City Council meeting regarding a "Public Input Hearing" pertaining to the proposed City of St. Paul's 2026-2027 Budget (possible action).

NOTE: 2026-2027 Budget packets will be on Council table.

2. Mayor Mike Feeken calls a special City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414.

3. Mayor Feeken opens the Public Comment period regarding the proposed City of St. Paul's 2026-2027 Budget.
a. Discuss the preliminary 2026-2027 Budget.
b. Mayor Feeken closes the public comment period.
c. Possible Action.
 

4. Mayor Feeken adjourns the special meeting.

5. Mayor Feeken opens the City of St. Paul "Regular" City Council meeting at 6:30 p.m.

6. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

b.  Discuss - Approve / Deny the Interlocal Law Enforcement Services and Transition Agreement between the City of St. Paul Police Department and the Howard County Sheriff's Office.

10. Discuss - Approve / Deny Loren and Barb Wroblewski's (124 5th Street) Property Improvement Program (PIP) demolition application in the amount of $5,000. See attached PIP balance sheet.

11. Discuss / Approve Ronnie Switzer's resignation from the Elmwood Cemetary Sexton position with regret.
a. Approve / Deny advertising for the Elmwood Cemetary Sexton position.

12. Discuss - Approve / Deny Consent Agenda Items: (1) Treasurer's Report July 2026; (2) Minutes August 3, 2026 (regular), Minutes August 4, 2026 (Special Law Enforcement); and Minutes August 11, 2026 (special); and (3) Disbursements August 17, 2026.

13. Discuss - Approve / Deny the attendance of the League of Nebraska Municipalities 2026 Annual Conference at the Cornhusker Marriott, Lincoln, NE on September 23 - 25, 2026.

15. ACKNOWLEDGMENT OF HOLIDAY: The first (1st) City Council meeting in September 2026, will be held on Tuesday, September 8, 2026, due to the Labor Day holiday.

19. Closed Session: The City of St. Paul reserves the right to go into Closed Session when it is clearly necessary for the protection of the public interest or to prevent needless injury to the reputation of an individual and if such individual has not requested a public meeting.

The City of St. Paul abides by the Nebraska Open Meetings Act in conducting business.  A copy of the Nebraska Open Meetings Act is on display in the meeting room as required by Nebraska State Law.
The Mayor and City Council reserve the right to enter into an Executive Session at any time during the meeting, in accordance with the Nebraska Open Meetings Act, even though the closed session may not be indicated on the Agenda.
It is the intention of the Mayor and City Council to take up the items on the agenda in sequential order.  However, the Mayor and City Council reserves the right to take up matters in a different order to accommodate the schedules of the City Council members, person(s) having items on the agenda, and the public.  The City of St. Paul reserves the right to adjust the order of items on the agenda.
