July 20, 2026 at 6:30 PM - 2nd Council Regular Meeting

1. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Mayor Feeken opens a public hearing pertaining to a new Liquor License application regarding the 7th Street Bar (Kelsey and Andrew Koperski) at 706 7th Street: Class C Liquor License Job Number #180238. This was formerly Jake's Bar.

5. Howard County Sheriff's Office (HCSO) discussion with City of St. Paul public officials regarding a possible contract between the two (2) entities (possible action).

6. Discuss the City of St. Paul funding portion of the St. Paul Baseball Museum (possible action) - Joe Hansen

7. Mayor Feeken opens the Public Comment period pertaining to the new Liquor License application regarding the 7th Street Bar (Kelsey and Andrew Koperski) at 706 7th Street: Class C Liquor License Job Number #180238.

8. Discuss - Approve / Deny Nebraska Form 50G Schedule II - City Lottery Sales Outlet Location application regarding Kelsey and Andrew Koperski as the new owners of the 7th Street Bar (706 7th Street) formerly Jake's Bar.

9. Discuss - Approve / Deny the 7th Street Bar (Kelsey Koperski) Property Improvement application regarding a new sign (Tri-City Signs) in the amount of $1,840. The funds will be disbursed from sales tax. The St. Paul Development Corp. (SPDC) recommends approval of the application.

10. Discuss an amendment to the St. Paul Municipal Code to establish new Sections 5-403 to 5-406 of Chapter 5 related to the operation of bicycles, electric bicycles (E-Bikes), and Electric Personal Conveyance (possible action).
Introduce Ordinance 1067, to repeal the City of Saint Paul, Nebraska Municipal Code 5-401 (Bicycle; Operation) and 5-402 (Clinging to Motor Vehicle); and to establish new Sections 5-403 to 5-406 of Chapter  related to the operation of bicycles, electric bicycles (E-Bikes), and Electric Personal Conveyance; repealing all ordinances and Sections in conflict herewith; to provide for the effective date of such ordinance; and to provide for the publication of this ordinance. 
Introduce Ordinance with No second and No roll call;
Waive three (3) readings of Ordinance, with second and roll call;
Final Passage of Ordinance, with second and roll call.

11. Discuss - Approve / Deny "The Dugout Bar & Grill BBQ Challenge "Special Designated Liquor (SDL) application to be held on Saturday, August 22, 2026, from 7:00 a.m. to 8:30 p.m. The event will be held on the east side of the establishment on 8th Street between Howard Avenue and Indian Street. Mr. Lukasiewicz was contacted to get approval from landowners. The City of St. Paul still needs to obtain a Certificate of Insurance from Christensen Insurance.

12. St. Paul Chamber of Commerce providing a recap and road closure issues pertaining to the Grover Cleveland Alexander (GCA) Day event (possible action).

13. Discuss - Approve / Deny Consent Agenda Items: (1) Treasurer's Report June 2026; (2) Minutes July 6, 2026 (regular); and (3) Disbursements June 20, 2026.

14. Discuss - Approve / Deny League Association of Risk Management (LARM) 2026-2027 Renewal Resolution 2026-02. This would provide a written notice of termination at least 180 days prior to the desired termination date, which date shall be no sooner than September 30, 2029 (180 day and three (3) year commitment; five percent (5%) discount).

15. Discuss - Approve / Deny City Clerk/Deputy Treasurer Connie Jo Beck's resignation effective February 26, 2027. 

16. Discuss City Clerk/Deputy Treasurer employment position, along with an hourly wage (possible action).

19. Mayor Mike Feeken updates:
(1) The City of St. Paul's 2026-2027 Budget Workshop will be held on Tuesday, July 28, 2026, at 5:00 p.m. in the City Council Chambers; all Department's Heads are to be present.
 

20. Public Announcements:
(1) The Howard County Fair is from Friday, July 17, 2026, to Wednesday, July 22, 2026.

21. Closed Session: The City of St. Paul reserves the right to go into Closed Session when it is clearly necessary for the protection of the public interest or to prevent needless injury to the reputation of an individual and if such individual has not requested a public meeting.

22. Mayor Feeken adjourns City Council meeting.

It is the intention of the Mayor and City Council to take up the items on the agenda in sequential order.  However, the Mayor and City Council reserves the right to take up matters in a different order to accommodate the schedules of the City Council members, person(s) having items on the agenda, and the public.  The City of St. Paul reserves the right to adjust the order of items on the agenda.
