July 6, 2026 at 6:30 PM - 1st Council Regular Meeting

1. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410.

4. Mayor Feeken opens a public hearing pertaining to a Conditional Use permit application for Jeffrey and Shauna Christensen and Brian and Tami Yeomans (owners) to allow the property at 407 Howard Avenue, St. Paul, NE to be utilized as a main floor residence. The property is legally described as part of Lot Three (3), and Lot Four (4), Block Eighteen (18), Original Town, St. Paul, Howard County, Nebraska.

5. Discuss - Approve / Deny Diamond Engineering Co. Change Order #2 pertaining to the St. Paul Tennis & Pickleball Courts Project # 025-00534. The amount pertains to a minus ($780.00) regarding the removal and reset of the bench that did not occur.
Note: See the attached letter from Diamond Engineering Co. requesting a contract time extension regarding the project.

6. Discuss - Approve / Deny Diamond Engineering Co. Pay Request #5 pertaining to the St. Paul Tennis and Pickleball Courts (Project #025-0534) in the amount of $11,588.01. This is the final pay request regarding the Tennis and Pickleball Courts project. 

7. (3) Approve / Deny Conditional Use application for Jeffrey and Shauna Christensen and Brian and Tami Yeomans (owners) to allow the property at 407 Howard Avenue, St. Paul, NE to be utilized as a main floor residence. The property is legally described as part of Lot Three (3), and Lot Four (4), Block Eighteen (18), Original Town, St. Paul, Howard County, Nebraska.

8. Discuss - Approve / Deny City Light Department purchasing a Radio Detection Grade Receiver and Transmitter (Locator) from Subsurface Solutions, Omaha, NE. The funds to be disbursed from the "Light Department" Machine/Equipment line item.  

9. Discuss - Approve / Deny the City of St. Paul purchasing a metal detector from Subsurface Solutions, Omaha, NE. 
a. Consideration of what City Department the funds will be disbursed from.

10. Consent Agenda Items: Discuss - Approve / Deny: (1) Minutes June 15, 2026; (2) Planning Commission minutes June 29, 2026, and (3) Disbursements July 6, 2026.

11. Discuss 1st of the month City nuisances per Chief of Police Dan Howard (possible action). First (1st), nuisance letters were sent to the people below; shall the Chief of Police Howard send second (2nd) notices?
(1) Nuisance at 422 5th Street (Ruth or Roxanne Holtz);
(2) Nuisance at 407 "L" Street (Jacob Weddle);
(3) Nuisance and Unsafe building at 415 5th Street (Timothy Holtz); and
(4) Nuisance at 402 Custer (Mike Rawlings home) and Unsafe buildings at 313 and 317 4th Street (Mike Rawlings trailers). 

12. Discuss - Approve / Deny transferring City of St. Paul funds in the amount of $75,000 from the Sales Tax Money Market #504420 to the Sales Tax Checking #300277 regarding the transfers into: (1) Street - Motor Vehicle Tax; (2) Fire Station Proceeds; and (3) 25% Infrastructure when sales tax proceeds are deposited into the City account from the NE Treasurer's Office.

13. Discuss - Approve / Deny promoting City of St. Paul Police Officer Thomas Holmes to Sergeant and hire part-time Police Officer Bobby Jacquez based on the committee recommendations.
(1) Approve / Deny Sergeant Holmes and Bobby Jacquez hourly wage. 

14. Discuss - Approve / Deny allowing Chief of Police Howard advertising for a full-time City of St. Paul Police Officer.

15. Discuss / Approve setting a date for the first 2026-2027 Budget Workshop. Please bring your summer "event" calendar to prepare for the Budget Workshop.

16. Discuss - Approve Chief of Police Dan Howard's resignation effective July 17, 2026, with regret.

17. Discuss the City of St. Paul's Chief of Police replacement process (possible action).

(2) Grover Cleveland Alexander (GCA) Days event will be held on July 10-12, 2026; the Saturday, July 11, 2026, parade begins at 10:00 a.m. 
(3) Dugout's BBQ Challenge and Fundraiser to support the St. Paul Senior Center will be held on Saturday, August 22, 2026, from 5:00 p.m. to 7:30 p.m. located on the east side of the Dugout Grill.
