Discuss - Approve / Deny Howard County Medical Center (HCMC) hosting a 5k run / 1-mile walk on Saturday, October 18, 2025, beginning at 9:00 a.m., along with the approval to paint arrows along the race route. Volunteers will monitor traffic during the event. A Certificate of Insurance will be provided to the City Office prior to the event.

5. MIDDLE LOUP RIVER SOUTH RIVER EROSION PROBLEM
Discuss - Approve / Deny Resolution #2025-11, a resolution approving the Interlocal Cooperation Agreement with Howard County for the creation of the City of St. Paul / Howard County joint Middle Loup River stabilization agency. a. Approve / Deny Interlocal Agreement between the City of St. Paul, NE and Howard County, pursuant to the Nebraska Interlocal Cooperation Act, Neb. Rev. Stat. 13-801 et seq., whereas, the Interlocal Cooperation Act permits any two (2) or more public agencies to enter into agreements with one another for joint cooperative action; whereas, the Middle Loup River, west of the U.S. Highway #281 bridge south of St. Paul, NE, is experiencing erosion of its banks that threatens property, infrastructure, and public safety; whereas, the City and County desire to pursue assistance from the U.S. Army Corps of Engineers (USACE) for the purpose of studying and potentially constructing improvements to stabilize the Middle Loup River bank; whereas, the parties believe it is in their mutual interest to form a cooperative arrangement to make a joint application to the USACE, to participate in any study undertaken by the USACE, and to consider, each independently, whether to proceed with any resulting project; and whereas, the governing bodies of the City and County have each adopted a resolution approving the Agreement and authorizing the creation of a joint agency pursuant to the NE Interlocal Cooperation Act. b. Approve two (2) "Application Letters" to the U.S. Army Corps of Engineers (USACE) pertaining to the Notification of Formation of the City of St. Paul / Howard County Joint Middle Loup River Stabilization Agency. NOTE: Howard County will consider on Tuesday, September 23, 2025

6. Municipal Code 4-314: Nuisances; Affect of Failure to Abate; Notice of Hearing to be Determined Existence of Public Nuisance and to Abate in whole or in Part.
If the nuisance is not abated within the period given, the Council may determine whether to proceed with a second (2nd) notice. The second (2nd) notice shall establish a date, time and place for all interested parties to appear (Monday, October 6, 2025) before the Council to present evidence to determine whether the premises constitute a public nuisance, and if determined to constitute a public nuisance, to be abated. Discuss - Approve / Deny mailing second (2nd) notice to the below addresses: (1) 217 8th Street (Ohde); and (2) 1114 Elm Street (Herbig).
