February 3, 2025 at 6:30 PM - 1st Council Regular Meeting

1. Mayor Mike Feeken calls City Council meeting to order, with the "Pledge of Allegiance" and the "Open Meeting Statement" as required by NE State Statutes 84-1407 through 84-1414; Mayor Feeken also states that the City Council may vote to go into Closed Session on any agenda item as allowed by NE State Statute 84-1410. 

2. Submittal of Request for Future Agenda Items

4. Discuss - Approve / Deny Olsson "Letter Agreement for Professional Services" regarding the St. Paul Drainage Survey (the "Project").  A topographic survey, wetland delineation, and design of a drainage ditch / swale will be from the Middle Loup River Subdivision discharge point to the Loup River.  Olsson's Scope of Services will be provided on a time-and-expense basis not to exceed $7,900.

5. Bike Ride Across Nebraska (BRAN):  Discuss - Approve / Deny St Paul Chamber of Commerce requests for BRAN: (1) BRAN to utilize the St. Paul Swimming Pool for free or a discounted price for one (1) hour on Wednesday, June 4, 2025; (2) mark road for BRAN bike path; and (3) place shower trailer at Farnum and Jackson Streets.

6. Discuss - Approve / Deny Consent Agenda Items: (1) Council Minutes January 21, 2025 (regular); (2) Disbursements February 3, 2025; and (3) St. Paul Electrical Lineman Jarod Greenough attending the 2025 NE Meter Conference in Kearney, NE on Tuesday, February 18, 2025, and Wednesday, February 19, 2025, at the Holiday Inn.   

7. NEBRASKA CHOICE GAS SELECTION PERIOD IS APRIL 3 - 23, 2025
Discuss the Nebraska Choice Gas Program (ACE), along with the "dividend" payment that the City receives from ACE (possible action).
 

8. Utilities Superintendent Helzer updates

9. Discuss 1st of the month City of St. Paul's nuisances per the Nuisance Committee (Chief of Police Dan Howard to report) - Possible Action.

11. ACKNOWLEDGMENT OF HOLIDAY: The second (2nd) City Council meeting in February 2025 will be held on Tuesday, February 18, 2025, due to the President's Day holiday.

12. Mayor Feeken updates:
(1) Special Fire Station Construction Progress meeting on Thursday, February 6, 2025, at 11:00 a.m. in the City Council Chambers;
(2) The December 2024 Revenue and Expenditure Guideline can be reviewed at the City Office;

It is the intention of the Mayor and City Council to take up the items on the agenda in sequential order.  However, the Mayor and City Council reserves the right to take up matters in a different order to accommodate the schedules of the City Council members, person(s) having items on the agenda, and the public.  The City of St. Paul reserves the right to adjust the order of items on the agenda.
