1.3.1. This is an open meeting of the Gibbon City Council. The City of Gibbon abides by the Open Meetings Act in conducting business. A copy of the Open Meetings Act is displayed on the north wall of the Council Chambers as required by state law.

2.1. Individuals who have items for City Council consideration should complete the Request for Future Agenda items form available from the City Clerk or on the City of Gibbon website.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a meeting or study session, notification of the date will be given.

3. Reserve Time to Speak on Agenda Items

3.1. This is an opportunity for individual wishing to provide input on any of tonight's agenda items to reserve time to speak.  The City Council may take public comments on an agenda item, if it is deemed appropriate, before the Council begins discussion of the agenda item.

6.1. Consider Motion to Approve the Interlocal Cooperation Act Agreement Creating the Gibbon Area Fire Protection Agency

Consider a Motion to approve amendments to the "Articles of Incorporation" and "Bylaws" of the League of Nebraska Municipalities by voting "for" Proposed Action 1,2 and 3 on the attached "Regular Member Ballot" and authorize the Mayor to sign the "Regular Member Ballot" and return both pages of the "regular Member Ballot" to the League by no later than 5:00 p.m. Ct, October 1, 2020.

A subdivision being part of the Northeast 1/4 of the Northwest 1/4 of Section 24, Township 9 North, Range 14 West of the Sixth Principal Meridian, Buffalo County, Nebraska.

6.4. Consider a Motion to Approve Resolution No. 2020-11
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF GIBBON, NEBRASKA, PURSUANT TO THE NEBRASKA LOCAL OPTION REVENUE ACT, PROPOSING AND SUBMITTING TO VOTERS AT THE 2020 GENERAL ELECTION AN INCREASE OF THE LOCAL SALES AND USE TAX RATE OF ONE-HALF OF ONE PERCENT (½%) FROM ONE PERCENT (1%) TO ONE AND ONE-HALF PERCENT (1½%).
 

6.5. Consider a Motion to Approve Resolution No. 2020-12
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF GIBBON, NEBRASKA, PURSUANT TO THE NEBRASKA LOCAL OPTION REVENUE ACT, PROPOSING AND SUBMITTING TO VOTERS AT THE 2020 GENERAL ELECTION AN INCREASE OF THE LOCAL SALES AND USE TAX RATE OF AN ADDITIONAL ONE-HALF OF ONE PERCENT FROM ONE AND ONE-HALF PERCENT (1½%) TO TWO PERCENT (2%).
 

6.6. Consider a Motion to Approve Resolution No. 2020-13
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF GIBBON, NEBRASKA, PURSUANT TO SECTION 17-953 OF THE NEBRASKA REVISED STATUTES, PROPOSING AND SUBMITTING TO VOTERS AT THE GENERAL ELECTION A PROPOSITION TO ISSUE BONDED INDEBTEDNESS OF THE CITY IN THE PRINCIPAL AMOUNT OF NOT TO EXCEED TWO MILLION FIVE HUNDRED THOUSAND DOLLARS ($2,500,000) FOR THE PURPOSE OF CONSTRUCTING A FIRE STATION AND  RELATED IMPROVEMENTS IN AND FOR THE CITY.
