BACKGROUND
Gifts that have recently given to the district. David and Sheila Scott of Portland donated $4,000 to Mills Elementary which will be used to provide materials to students to help them in being successful whether they are learning in-person or at home. Staples delivered a generous donation of school supplies to Pelican Elementary who in turn shared them with the other district schools. Supplies included 3,440 pens, 3 boxes of binders, 4 boxes of folders, 1,500 pencils, 150 large glue sticks and several bags of crayons, erasers, colored pencils and hand sanitizer. |

BACKGROUND
The district is in the process of updating the bus fleet over a period of years in order to comply with Oregon Department of Environmental Quality emission regulations. We purchased a large number of used buses from other school districts in 2015 and since then have been purchasing new buses as finances allow. This year, the district needs to purchase one large and one small bus.
The purchase price of a bus is depreciated over ten years and is reimbursed at 70% to the district through the State School Fund. As soon as a bus is placed in service, it can be added to the depreciation schedule for that year. Oregon Revised Statute 327.033 requires that the expenditure of depreciation funds "shall be limited to the acquisition of new buses." For 2020-2021, the estimated depreciation amount is $115,107 with no new bus purchases; the depreciation amount is estimated to increase based on the purchase price of this bus to $130,603. The district can purchase the buses from Western Bus Sales using a cooperative contract to be placed in service prior to the end of the current school year. The district will make a $154,960 one-time payment from this year's general fund from budgeted amounts. |

4.2. Approval of SOESD 2021-2022 Local Service Plan and Student Success Act Comprehensive Support Plan

BACKGROUND
SOESD presents the 2021-22 Local Service Plan (LSP) as a product of our collaboration with school districts to deliver services that are responsible to districts’ needs, by providing flexibility in service choices, while maintaining service quality and stability, and leveraging regional advantages in cost-effectiveness and increased opportunities for students. The 2021-22 LSP includes the SOESD Student Success Act Comprehensive Support Plan developed from the top priorities identified by component school districts for assisting with the development and implementation of their Student Investment Account plans for implementing the Student Success Act.
According to ORS 334.175(5)(b), an ESD Local Service Plan must be approved on or before March 1 by resolution of two-thirds of the component school districts that are a part of the education service district and that have at least a majority of the pupils included in the average daily membership of the education service district, as determined by the reports of such school districts for the preceding year, enrolled in the schools of the school districts. According to HB 3427 (2019), an ESD Comprehensive Support Plan must be adopted and amended as provided for local service plans under ORS 334.175
