NARRATIVE
BACKGROUND The following individuals, businesses, and organizations have made donations to the district. Brian Sherrill, Greg Sherill and Leslie Wilkerson donated $150 in Human Bean cards for the Klamath Learning Center senior gift bags. Jan Leavitt donated $150 in McDonald's gift cards for the Klamath Learning Center senior gift bags. Tom Collier donated more than 200 high quality stuffed animals that were dispersed among Pelican, Roosevelt, Mills, Conger, River Academy and Early Childhood Education. The Healthy Klamath Coalition donated 2,800 district-branded water bottles to the district for distribution to each student. These bottles will help reduce the spread of germs at school under COVID-19 safety and health protocols. The "Play Me Ukulele Project" allows 5th-grade students to have a ukulele at home and to participate in a ukulele elective. Kendal Bell donated $50 to this project. Additionally, other donors made donations through the "Donor's Give Donations" platform totaling $1,000. |

BACKGROUND
Presentation of the proposed 2021-2022 school year calendar by the calendar committee. The committee is submitting two proposals.
The first and preferred proposal moves the spring conferences to April 13th & 14th. The committee feels that holding conferences in February would be much too soon in the semester for teachers to have enough time to know the students, as those dates come after only the first week of the semester. Seniors have been taken into consideration and will be working through any issues with their counselors. The second proposal is submitted with spring conferences on February 9th-10th.

BACKGROUND
The following new and/or revised policies and administrative regulations are required or highly recommended by OSBA
IJ - School Counseling Program: New legislation adopted in 2019 revised to say that school districts shall provide a "comprehensive school counseling program supporting students’ academic, career, and personal and social development" and their development of "sense of community involvement" (ORS 329.603). The new law (now published as ORS 329.603) states this program may be designed, delivered or implemented by qualified persons in accordance with law. In response, the Oregon Department of Education updated associated rules which are now reflected, along with new statute, in the recommended updates to the policy and administrative regulation listed below.
JB - Equal Educational Opportunity: Several changes in the presented model sample result from the recent comprehensive changes and updates to model policy GBN/JBA - Sexual Harassment, and an effort to remove duplicate language found in Sexual Harassment from policy JB - Equal Educational Opportunity.
The addition of policy language that references an ‘Equal Educational Opportunity Plan’, while is new model policy language, is not new rule language and comes from OAR 581-021-0046. JFCM - Threats of Violence: The updates are reflective of review of statute to better align with language and application of a new equity lens.
LBE - Public Charter Schools: The ability of a public charter schools to allow weighted lottery for historically underserved students in admissions by Senate Bill 820 (2015) expired with the 2020-2021 school year. The associated language has been removed from the new version

5.1. Second Reading of New and Revised Policies

NARRATIVE
BACKGROUND On September 17, 2020, the Oregon State Board of Education adopted temporary Oregon Administrative Rule (OAR) 581-022-2312 - All Students Belong. This rule took effect the following day and takes an unprecedented step to protect some of our schools’ most marginalized students, as well as staff and others. As an OAR Chapter 581 Division 22 requirement, districts, ESDs and public charter schools will be required to verify that they are in compliance. This rule requires that districts, ESDs, public charter schools and others receiving state funding for education adopt a policy prohibiting symbols of hate and addressing bias incidents by January 1, 2021. This rule prohibits the "use or display" of symbols of hate, including the noose, swastika, and confederate flag. The policy that you adopt must reflect this prohibition. The rule also defines a "bias incident" and requires related procedures and requirements. Because these requirements are unique to bias incidents, we have created a separate complaint procedure. ACB All Students Belong: Policy prohibiting symbols of hate and addressing bias incidents.
