7.A. Consent Agenda

Description:
The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. 7.C. Transfer Appropriations within the 2018-19 Budget

BE IT RESOLVED that the Board of Directors for Lane Education Service District hereby adopts the following appropriation transfer within the 2018-19 budget. This transfer will increase the overall budget by $60,000 to $44,223,700, but it will not increase the total appropriations in the funds being adjusted. The amounts for fiscal year 2018-19 and for the purposes shown below are hereby appropriated.

7.D. Adopt 2019-20 Budget and Make Appropriations

BE IT RESOLVED that the Board of Directors for Lane Education Service District hereby adopts the budget for the 2019-20 fiscal year in the total sum of $46,728,011 now on file at the Office of the Superintendent.
BE IT RESOLVED that for the fiscal year beginning July 1, 2019, the amounts shown below are hereby appropriated for the purposes indicated within the funds listed on the attached document. BE IT FURTHER RESOLVED, that the following ad valorem property taxes are hereby imposed and categorized for tax year 2019-20 upon the assessed value of all taxable property within the district: Permanent tax rate subject to the Education Limitation: $.2232 per $1,000 of assessed value. |

7.F. Resolution Adopting Participation on the Oregon Education Service District Support Network for 2019-20 (formerly the P-20 Network)

The Oregon State Legislature has established education service districts, otherwise known as ESDs, to assist school districts and the Oregon Department of Education in achieving Oregon's educational goals by providing equitable, high quality, cost-effective and locally responsive educational services at a regional level.
Over the years, Oregon's ESDs, both individually and collectively, have focused on this mission to meet the needs of the State by working in convert with each other and with the Oregon Department of Education.
The Oregon Association of Education Service Districts has formalized this work through the formation of the Oregon ESD Support Network in order to ensure the equity of, and access to, educational opportunity for all of Oregon's children; to utilize all Oregon ESDs in a coordinated and integrated approach to focus on statewide implementation of targeted initiatives; to build capacity at each ESD; to build upon existing networks and partnerships to ensure and maximize efficiency for school districts and their students across the state of Oregon; to support ODE and other state entities in the effective and efficient design and implementation of initiatives requiring statewide or multi-ESD coordination and collaboration; and, to provide a single point of contact for ODE and other entities with interest in working with Oregon ESDs functioning as a Network.
Oregon's ESDs have developed Core Priniciples and Operating Agreements and Operational Protocols to provide the structure and governance for the Oregon ESD Support Network.
BE IT RESOLVED that the Board of Directors of Lane ESD approves participation in the Oregon Education Service District Support Network for 2019-20 in accordance with the stated Core Principles, Operating Agreements and Operational Protocols. |
7.G. Authorize Special Procurement

Description:
Pursuant to ORS 279B.080, Lane Education Service District declares that Emergency circumstances exist that require prompt execution of a public contract for Emergency construction work, specifically replacement of the ESD headquarters roof. “Emergency” means circumstances that could not have been reasonably foreseen; create a substantial risk of loss, damage or interruption of services or a substantial threat to property, public health, welfare or safety; and require prompt execution of a contract to remedy the condition. The Emergency circumstance is documented on the attached memorandum from Brad Johnston, and consists of substantial rainwater leaking from the roof of the ESD building onto finishes, furnishings, equipment (including computers), personal property, and staff. The District determines that this creates a substantial risk of loss, damage or interruption of services, and substantial risk to public health and safety. The District further determines that the below memorandum establishes (i) that such Emergency exists, (ii) that performance of roof repair services (as opposed to replacement) cannot reliably address the Emergency, (iii) that ESD will seek multiple quotes for the work ensuring competition that is reasonable and appropriate under the Emergency circumstances, (iv) the proposed solicitation time is reasonable under the Emergency circumstances, and (v) the scope of the roof construction contract will be limited to work that is necessary and appropriate to remedy the conditions creating the Emergency.
BE IT RESOLVED that the Board of Directors of Lane ESD authorizes special procurement, as presented. |

Description:
The
directors of Human Resources and Title Programs, Special Education, Business Services, Technology and School Improvement will
be available to provide an oral report to the Board on matters of interest
concerning their area of responsibility.
Technology report: The Lane ESD technology department is made up of six employees who perform a wide variety of tasks and projects. The biggest accomplishment they work towards each year is working in a technical environment while remaining focused on the end user of our services. This balance requires managing large technical tasks with the interruptions of a customer service centered environment. These customer requests are currently tracked with our ticketing systems that helps the technology department track progress and communicate with customers. In the 2018-2019 school year there have been a total of 2,547 requests made by end users to the technology staff. These 2,547 items are broken up into categories as follows: account setup or change for staff (109), requests from district employees for support on technology services (881), planned maintenance and update communications (457), requests for assistance with desktop equipment from Lane ESD staff (805), requests for equipment checkout or setup for meetings (295). It is quite the accomplishment to be able to balance these requests while maintaining good customer service with more technical components of their jobs. Way to go technology staff! |
