8. Vote and Appoint New Board Member

Description:
All board vacancies must be filled during a public meeting. Discussion about filling positions must also be conducted during a public meeting. There is no statutory guideline for selecting potential candidates to fill a vacant board position. However, there are statutory qualifications. Citizens applying for vacant positions must be registered voters and residents of the district for one year immediately preceding the appointment (ORS 332.018(2)). The board's final selection of a replacement must be made in a public meeting and meeting minutes must record each board member's name and vote. The person selected by the board to fill a vacancy serves until June 30th following the next regular district election. At that election, an individual is elected to serve either the unexpired portion of the four-year term or a new four-year term. BE IT RESOLVED that the Board of Directors of Lane ESD appoints a qualified candidate to the vacant Zone 1 Position 1 of the Lane ESD Board. |

The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. 12.C. Adopt 2017-18 Supplemental Budget and Make Appropriation

BE IT RESOLVED that the Board of Directors for Lane Education Service District hereby adopts the following supplemental budget for the fiscal year 2017-18 which increases the total budget by $2,000,000 to the sum of $43,252,954.
BE IT FURTHER RESOLVED that the amounts for fiscal year 2017-18 and for the purposes shown below are hereby appropriated and increase the total appropriation of all funds by $2,000,000 to the sum of $42,638,954. |
12.D. Adopt 2018-19 Budget and Make Appropriations

BE IT RESOLVED that the Board of Directors of Lane Education Service District hereby adopts the budget for the 2018-19 fiscal year in
the total sum of $44,163,700 now on file at the Office of the Superintendent.
BE IT FURTHER RESOLVED that for the fiscal year beginning July 1, 2018, the amounts presented in the resolution are hereby appropriated for the purposes indicated within the funds listed. |

12.G. Approve Recommendations for the 2018-19 Management Agreement

Representing the Management Team of Lane ESD, Superintendent Scurto recommends the Board Directors of
Lane Education Service District approves a 2.5% Cost of Living increase and a $41 insurance cap increase for all management staff. These increases align with the increases for LCEA. BE IT RESOLVED that the Board of Directors of Lane ESD approve Superintendent Scurto's recommendations for the Management Agreement for 2018-19. |
12.H. Approve Contract Renewal with Assistant Superintendent

The Board of Directors of Lane ESD will renew the employment contract for the Assistant
Superintendent Carol Knobbe for the period of 2018-21 to
include a 2.5% Cost of Living increase and a $41 increase in the insurance cap in 2018-19. These changes would align with the agreement with LCEA. In addition, salary would be adjusted according to the Salary Study recommendations. BE IT RESOLVED that the Board of Directors of Lane ESD approves the recommended renewal of the 2018-21 Contract with the Assistant Superintendent. |

12.J. Approve Advance Salary Payment Request

Description:
According to Policy DLBA, all requests for advance salary payments shall
be submitted in writing to the superintendent. Advance salary payments
are discouraged and shall be requested for emergencies only. Only
regular (excluding substitute and temporary) employees will be eligible
to receive an advance salary payment. Payment will not exceed the
amount of net salary earned at the time of the request.
No more than one advance will be approved in a fiscal year without approval of the Board at a regularly scheduled meeting.
Dennis Reilly has requested a salary advance for the payroll month of June. This is the second request from Mr. Reilly in the fiscal year.

The Board of Directors will discuss a summer reading shared learning objective. The following books have been recommended to select from: "The Invisible Classroom" by Kirke Olson There is more to a classroom than just a teacher and a group of
students. All classroom interactions have “invisible” neurobiological,
emotional, and social aspects the emotional histories of students, the
teacher’s own background and biography. In this book, Kirke Olson takes
lessons from brain science, mindfulness, and positive psychology to help
teachers understand the full range of their students’ school
experiences. Using its classroom-ready resources, teachers,
administrators, parents, and policy makers can make the invisible
visible, turning human investment in their students into the best
possible learning outcomes. "Better Than Carrots or Sticks" by Dominique Smith, Douglas Fisher, and Nancy Frey Classroom management is traditionally a matter of encouraging good
behavior and discouraging bad by doling out rewards and punishments. But
studies show that when educators empower students to address and
correct misbehavior among themselves, positive results are longer
lasting and more wide reaching. In Better Than Carrots or Sticks,
longtime educators and best-selling authors Dominique Smith, Douglas
Fisher, and Nancy Frey provide a practical blueprint for creating a
cooperative and respectful classroom climate in which students and
teachers work through behavioral issues together. "Striving For Equity: District Leadership for Narrowing the Opportunity and Achievement Gaps" by Robert Smith and S. David Brazer Based on in-depth interviews, Striving for Equity brings to light
the complex and illuminating stories of thirteen longtime
superintendents—all leaders of the Minority Student Achievement Network
(MSAN)—who were able to make progress toward narrowing opportunity and
achievement gaps in traditional school districts with diverse
populations and multiple, competing agendas. Drawing on current research
in organizational learning, the authors introduce a framework
consistent with the systemic perspective of these superintendents to
help school leaders who want to prioritize the narrowing of gaps. "The Little Book of Restorative Discipline for Schools" by Lorraine Stutzman Amstutz and Judy H. Mullet Can community-building begin in a classroom? The authors of this book
believe that by applying restorative justice at school, we can build a
healthier and more just society. With practical applications and models. "Fostering Resilient Learners" by Kristin Souers with Pete Hall Grounded in research and the authors' experience working with trauma-affected students and their teachers, Fostering Resilient Learners will help you cultivate a trauma-sensitive learning environment for students across all content areas, grade levels, and educational settings. The authors - a mental health therapist and a veteran principal - provide proven, reliable strategies to help you understand what trauma is and how it hinders the learning, motivation, and success of all students in the classroom. |
