7.A. Consent Agenda

The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. 7.C. Appoint Budget Committee Members

Description:
Two component district Budget Committee positions expired in June, 2017: Beth Gerot, Eugene School District 4J and Jeff Ramp, Crow-Applegate-Lorane School District.
Eugene School District 4J has nominated its Board member Evangelina Sundgrenz as a Lane ESD Budget Committee member, and nominated Eileen Nittler as an alternate Lane ESD Budget Committee member to serve in the event that Ms. Sundgrenz is unavailable. BE IT RESOLVED that the Board of Directors of Lane ESD appoints Evangelina Sundgrenz as a Lane ESD Budget Committee member, with Eileen Nittler as alternate, both from Eugene School District 4j Board of Directors. BE IT FURTHER RESOLVED that the Board of Directors of Lane ESD appoints Jeff Ramp, Crow-Applegate-Lorane School District to the Lane ESD Budget Committee. Terms end June 30, 2019. |
7.D. Approve 2018-19 Budget Calendar

Dave Standridge, Business Services Director, has developed the Budget Year 2018-19 Calendar. The first Budget Committee meeting will be held in the Spring of 2017, and the Budget Hearing is scheduled prior to the June 2018 Board meeting.
BE IT RESOLVED that the Board of Directors of Lane ESD approves the 2018-19 Budget Calendar as submitted. |
7.E. Accept Lane ESD Board Member District, Committee Assignments

At the August 8, 2017 meeting of the Lane ESD Board of Directors, the Board reviewed and updated district and committee assignments. The document outlining assignments has been updated and submitted to the Board for approval.

7.F. Approve PERS Action for Substitutes

A resolution to change the type of employee contributions made to the Oregon Public Employees Retirement System (OPERS) for individuals employed on a casual/temporary basis or as substitutes, from Employer Paid Pre-Tax (EPPT) contributions to Member Paid After-Tax (MPAT contributions.
WHEREAS, the Governing Board previously determined that the tax benefit offered by IRC section 414(h)(1) should be provided to all employees who are members of OPERS, and resolved to submit their employee contributions on an EPPT basis regardless of whether they were regular employees or employed on a casual/temporary or as substitutes; and WHEREAS, the Governing Board has now determined that the tax benefit offered by IRC section 414(h)(2) should be provided only to regular employees who are members of OPERS and not to those employed on a casual/temporary basis or as substitutes: NOW, THEREFORE, BE IT RESOLVED AND CONFIRMED: I. That the District shall not make employee contributions to OPERS on behalf of individuals hired after October 3, 2017 and employed on a casual/temporary basis or as substitutes, but instead shall submit their employee contributions on an MPAT basis. II. That "employee contributions" shall mean those contributions to OPERS which are deducted from the salary of individuals employed on a casual/temporary basis or as substitutes, and are credited to such individual employees' accounts pursuant to ORS 238A.330(2). III. That the District's policy in this regard is not retroactive in its application. |

8.C. OSBA Seeks to Become Nonprofit

Description:
The OSBA Board of Directors has voted to ask member Boards to approve formal incorporation under ORS Chapter 65 to maintain OSBA's tax-exempt status. While this change is important to OSBA as an organization, it should have little to no effect on members. The one exception is that charter schools will no longer be able to join as associate members; they will be able to obtain OSBA services by contracting for them through their sponsoring district.
Member districts will vote on a resolution on the proposed bylaws during the OSBA voting period, which opens November 13 and closes December 15. Ballots will be distributed on October 13. The Lane ESD Board of Directors will cast its vote during the December 5, 2017 Board meeting. |

Technology
In the Spring, Christina Okesson worked to file for eRate funds to increase circuit speeds for all Lane County districts. Since July 1, Jason Dodge has been working with each responding service provider and has completed three upgrades. As of September 28, 2017, Mapleton, McKenzie and Blachly districts have moved to higher speed bandwidth. They were receiving 10Mb, 20Mb and 30 Mb, respectively. They have now moved to a fiber connection and are each receiving 100Mb or above connections to the Lane ESD core. Administration Special Education Lane County staff and MLK Jr Staff expressed appreciation for new technology that allows students to journal while they learn.
