Description:
Public Comments: The Board will accept public comments for the July 23rd, 2026 meeting. The Board is committed to the public comment process and will consider all public comment seriously. Public Comments for virtual meetings will continue to follow School Board Policy BDDH - Public Participation in Board Meetings.
PLEASE NOTE: Anyone wishing to sign up and speak during the Public Comments section of the agenda shall follow Board Policy (BDDH-Public Participation in Board Meetings) which states: "A person speaking during the designated portion of the agenda for public comment may offer objective criticism of district operations and programs. The Board will not hear comments regarding any individual district staff member. The Board chair will direct the visitor to the procedures in Board Policy KL - Complaints for consideration of a legitimate complaint involving a staff member. A commendation involving a staff member should be sent to the superintendent, who will forward it to the employee, a supervisor and the Board." The Board requests that a public comment add information or a perspective that has not already been mentioned previously, and that the patron refrains from repeating a similar point. Public Comment Options: Sign-up to speak at the meeting: A sign-up form will be available for those wishing to speak to the school board in person. Comments will follow District Policy with up to 3 minutes allotted per person to speak. To submit written comments: Please send an email to publiccomments@nwasco.k12.or.us. Deadline to submit written comments is Wednesday, July 22nd by 4:00 PM. Public comments submitted after the deadline will be included in the next Regular School Board Meeting agenda. Public Comments via Zoom Webinar: For those wishing to make a public comment virtually, please send an email to publiccomments@nwasco.k12.or.us by Wednesday, July 22nd no later than 4:00 PM, with your name, screen name and phone number you will be joining the meeting with. You will receive a link to join the meeting and will be placed in the waiting room until your name is called. Comments are limited to 3 minutes. |

Description:
The consent agenda consists of routine items such as previous board minutes, routine personnel actions and routine financial transactions. Normally, there is little or no discussion on these items. |

9. 1st Reading on School Board Policies (informational only):

9.a. There have been several changes to Oregon Public Meeting laws over the few years. These include statutes from the Oregon Legislature and rules from the OGEC. In 2026, the Legislature passed House Bill 4177, but it will not go into effect as it was vetoed by the governor. The policies included in this update include language that matches the new laws.
Local District Responsibility: Review the policies listed below. If the policy is marked for deletion, delete that policy and adopt the new version of the policy, if included. If the policy includes updates, consider applying the updates to the district's current policies and adopting the updated policies. |

9.c. Policy GBA: Equal Employment Opportunity (Update REQUIRED)
Description:
As a result of SB 808, board policy GBA has been updated to reflect SB 808 and to account for the four different employment preferences now allowed under Oregon law effective January 1, 2026. OAR 581-0223-2405 requires districts have policies regarding equal employment opportunities and affirmative action. Language has been added to more clearly meet those requirements.

Description:
Multiple laws address sexual harassment in Oregon schools. Oregon laws include requirements to provide notice to individuals involved in reports of sexual harassment. This update is to clarify these notice requirements.
