Description:
The consent agenda consists of routine items such as previous board minutes, routine personnel actions and routine financial transactions. Normally, there is little or no discussion on these items. Second reading/adoption of policies may be placed on the consent agenda, unless the Board determines the revisions need further study and an additional reading would be advantageous. |

13.a. Policy BBF: Board Member Standards of Conduct
Description:
The Oregon Department of Human Services (ODHS) reports the purpose of SB 231 (2023) was to align state law with the agency's current process for receiving child abuse reporting, through a centralized child abuse reporting system established by ODHS. Reports must still be submitted to ODHS as directed or to a law enforcement agency. Additional revisions to this policy aligned NWCSD's current policy with OSBA's model policy.

Description:

Description:

Description:
A change to ORS 161.205 on issues of corporal punishment is now in effect based on SB 577. Revisions to this policy are to align the District's policy language to the OSBA model policy.

13.e. Policy JHCCF: Pediculosis (Head Lice)
Description:
Guidance on exclusion of students found with head lice has changed in recent years. There is now a consensus from other agencies, i.e., National Association of School Nurses, Center for Disease Control and Prevention, Oregon School Nurses Association, which recommends against excluding students with head lice or nits from the classroom. Additionally, a rule, originally found in an Oregon Health Authority rule (OAR 333-019-0010), which allowed schools to create exclusionary practices for head lice, has since been repealed.
For more information and instruction, schools should refer to the OHA published Communicable Disease Guidance for Schools.

16. Comments from the Audience about Agenda & Non Agenda Items
Description:
Public Comments: The Board will accept public comments for the August 22nd, 2024 meeting. The Board is committed to the public comment process and will consider all public comment seriously. Public Comments for virtual meetings will continue to follow School Board Policy BDDH - Public Participation in Board Meetings.
PLEASE NOTE: Anyone wishing to sign up and speak during the Public Comments section of the agenda shall follow Board Policy (BDDH-Public Participation in Board Meetings) which states: "A person speaking during the designated portion of the agenda for public comment may offer objective criticism of district operations and programs. The Board will not hear comments regarding any individual district staff member. The Board chair will direct the visitor to the procedures in Board Policy KL - Complaints for consideration of a legitimate complaint involving a staff member. A commendation involving a staff member should be sent to the superintendent, who will forward it to the employee, a supervisor and the Board." The Board requests that a public comment add information or a perspective that has not already been mentioned previously, and that the patron refrains from repeating a similar point. Public Comment Options: Sign-up to speak at the meeting: A sign-up form will be available for those wishing to speak to the school board in person. Comments will follow District Policy with up to 3 minutes allotted per person to speak. To submit written comments: Please send an email to publiccomments@nwasco.k12.or.us. Deadline to submit written comments is Wednesday, August 21st, 2024 by 4:00 PM. Public comments submitted after the deadline will be included in the next Regular School Board Meeting agenda.
