Description:
One application was received for the open Zone 3 School Board Member position. The applicant is qualified for the position so the interview process has been waived by the school board. It is recommended to appoint Robert Zule to the Zone 3 School Board Member position.

4. Comments from the Audience about Non Agenda Items
Description:
Speakers may offer objective criticism of district operations and programs but the board will not hear complaints concerning specific district personnel. The chair will direct the visitor to the appropriate means for board consideration and disposition of legitimate complaints involving individuals.

9.b. Action Item: Out of State Travel Request - Colonel Wright Elementary
Description:
The Positive Discipline in the Classroom training is a continuation of the Trauma Informed Care work the District is currently implementing. The State ACEs Collaboration Team has reviewed and found this training to be a 'best practices / best strategies' program and highly recommended District's to attend with teachers. Several Colonel Wright Staff members attended this training last August and are requesting to attend again this year with several of their newly hired teachers.

9.c.1. Policy CBG - Evaluation of the Superintendent (No additional changes recommended)
Description:
The language revision is recommended by OSBA to reduce confusion if the superintendent's evaluation is addressed in the superintendent's contract and to provide guidance if the evaluation is not addressed in the contract.

Description:
OSBA did an internal review of the FMLA/OFLA policy and administrative rules, which resulted in a reorganization of GCBDA/GDBDA-AR (1), and edits to the policy and the remaining administrative regulations.

Description:
These updates are suggested and recommended to create consistency.

9.c.4. Policy EFA - Local Wellness Program
Description:
The new rules for the Healthy Hunger Free Kids Act of 2010 were released by the US Dept of Agriculture (USDA). The revision to this policy and administrative regulation (AR) reflect the new requirements. The policy is required if the district participates in the Child Nutrition Programs with the Oregon Dept of Education (ODE). The policy will be required as part of the ODE child nutrition audit beginning with the 2017-2018 school year. The physical education minute requirements were a result of HB 36141 (2007) and were effective with the 2017-2018 school year. Language included in the policy related to the physical education minutes are based on a potential two-year delay on implementing the requirement, due to pending legislation (SB 4) in the current Legislative session (2017). OSBA will continue to update Districts with any potential changes.

Description:
As a result of school staff establishing internet-sourced crowdfunding to secure additional materials for their classrooms and students, school districts asked OSBA for policy and guidance in this area. The policy statement added to this policy and the addition of a new, optional administrative regulation (AR), are recommended by the OSBA policy department and the PACE pre-loss legal team.

Description:

9.e.4. Policy IKF - Graduation Requirements (required changes)
Description:
The Oregon State Board of Education adopted changes to Oregon Administrative Rule (OAR) 581-022-0617 - Essential Skills Assessment for English Language Learners. The change extends the removal of the English language proficient criterion for students pursuing graduation in 2017-2018; allowing a student to demonstrate proficiency in reading and writing Essential Skills in the student's language or origin, as long as the student meets the other criteria listed in OAR 581-022-0617.

9.e.5. Policy EBBB - Injury / Illness Reports (required changes)
Description:
After a review with PACE Attorneys, education agencies are exempt from the requirements to provide this report to the Board, pursuant to their status as a 'low hazard industry' as defined by OSHA and SAIF. This policy is being updated to reflect that it is optional for injuries/illnesses to be reported to the Board.
