4. CALL SPECIAL SESSION BACK TO ORDER, ROLL CALL, PLEDGE
Description:
We would like to welcome you to the Special Session of the North Santiam School District’s Board of Directors. This is an open meeting of the Board and the public is allowed to be present to observe. On tonight’s agenda is a place for public comment. Anyone in attendance, that isn’t on the agenda and wishes to address the Board during this meeting must fill out a public comment card that is available at the door and give it to the Board Secretary, Tonia Whisman. Due to confidentiality and liability issues, the Board cannot hear complaints against staff in an open session.

7. SPOTLIGHT
Description:
This item is set aside for informational presentations that are not recurring agenda items. This may include guest speakers and highlights on schools or programs in the District.

7.1. Board Recognition Month: Andy Gardner
Description:
Supt. Gardner will announce that Governor Kate Brown has declared January 2019 to be School Board Recognition Month and will acknowledge each member's service to the district.

7.2. Stayton Intermediate/Middle School: Mike Proctor, Principal
Description:
Mike Proctor will share a report about Stayton Intermediate/Middle School. In addition, the AVID site administrator ,Jessica Roth, and elective teacher, Megan Schiedler, will be joined by AVID elective students to present information about the program to the Board.

8. STUDENT BUSINESS
Description:
ASB president, Noah Oliver, will be present to update the Board regarding the activities at Stayton High School.

The Board Chair will call for a 10 minute recess.

10. PUBLIC COMMENT
Description:
We will now open the meeting to public comment. We value the time and initiative members of the public take to share their thoughts with the board. Please note that speakers will have three minutes to express their thoughts. The board’s role during public comment is to listen; if there is follow-up necessary, we will direct our Superintendent to do so. Remember that we all model the way for our students, and we ask that everyone share their thoughts in a respectful way. Finally, the law prohibits us from hearing complaints against employees in a public meeting. If comments include a complaint about a specific person, please follow the complaint policy which can be found on the table next to the comment cards. If there is anyone in attendance at this time, who has filled out a public comment card and wishes to address the Board, please step forward and state your name and address.

11.1. Superintendent's Report: Andy Gardner
Description:
Supt. Gardner will give the Board an oral report on the District and legislative issues regarding education.

11.2. Financial Report: Jane Nofziger
Description:
The financial report has been included in the board packet for review. Jane Nofziger will be present to answer any questions.

11.3. Community Engagement Sub-Committee Report: Tass Morrison
Description:
CE Sub-Committee Board Chair, Tass Morrison, will review the discussion from the most recent meeting.

11.4. Leadership Team Quarterly Reports
Description:
The quarterly update report regarding progress toward 2018-19 goals have been included in the board packet.

12. CONSENT AGENDA ITEMS
Description:
In order to make more efficient use of meeting time, items that are routine in nature are placed on the Consent Agenda when no debate is anticipated. Any item placed on the Consent Agenda may be removed at the request of any Board member prior to the time a vote is taken. All remaining items of the Consent Agenda are then disposed of in a single motion.

13.1. Resolution in Support of Education Funding
Description:
OSBA asks that all school boards approve this resolution as a way to pledge support for the efforts of the "Oregonians for Student Success" campaign to ensure that Oregon's lawmakers prioritize investments to improve the educational outcomes in Oregon.

13.2. 2019-2021 WESD Local Service Plan Resolution
Description:
The Willamette ESD Board of Directors approved their Local Service Plan (LSP) for 2019-21. The LSP Resolution must now be approved by the school boards they serve in preparation for next school year.

14.2. Proposed New Board Policy IKAAA.GCCB.GDCB-District Equity Policy
Description:
The Board reviewed a new proposed policy addressing the District's approach to equity in education. Board members discussed the policy and asked to remove the first paragraph and item #7 from the second page (as indicated on attachment) and resubmit the policy in the January board meeting for further discussion and possible approval.

Description:
The following gifts/donations were accepted by schools in the District during the last month:
Julio R Gallo Foundation donated: •$8,000 to Stayton Intermediate/Middle School ($1,000 was designated for the school greenhouse) •$7,000 to Stayton High School ($6,000 was designated for the art/music/theater dept) • John & Nancy Peterson donated a stationary bike for training purposes to the Stayton High School wrestling department |
