Description:  Peggy Holstedt , Director of Policy Services for OSBA, will be here to discuss preparations for the upcoming NSSD Board Policy review/re-write process. 

Description:  We would like to welcome you to the Regular Session of the North Santiam School District’s Board of Directors.  This is an open meeting of the Board and the public is allowed to be present to observe. On tonight’s agenda is a place for public comment. Anyone in attendance, that isn’t on the agenda and wishes to address the Board during this meeting must fill out a public participation card that is available at the door and give it to the Board Secretary, Tonia Whisman. Due to confidentiality and liability issues the Board cannot hear complaints against staff in an open session.

Description:  The Board welcomes public comments on topics and concerns that affect the education of students. When stating an opinion before the Board, a statement of facts on which the opinion is based is particularly helpful.  The Board is also interested in your comments for viable solutions and ways of involving others who would be affected by the offered solutions.  Due to confidentiality and liability issues the Board cannot hear complaints against staff in an open session.  A copy of the policy and procedures on how to file a complaint are available at the back of the room, at any school office, from the board secretary, or from the North Santiam School District web site.  If there is anyone in attendance at this time, who has filled out a public comment card and wishes to address the Board, please step forward and state your name and address.

Description:   This time is set aside for special presentations that are not recurring agenda items. Stayton Boosters president, Randy Forrette, will update the board on all their recent activities.

Description:  ASB Advisor, Rachel Krieger, has submitted notice that due to a scheduling conflict, she will not be present to give an ASB report for the month of November.

Description:  Andy will give a report on the happenings in the district. 

Description:  The October financial report has been included for the Board's review.  Jane will be present to answer any questions and will also be presenting a resolution to reflect an increase in the Excise Tax Rate.

MOTION TO APPROVE RESOLUTION #111716
Motion that the board approve Resolution #111716 to reflect the current amount of the Excise Tax rate of $1.23.

Description:  Dave will be present to update the board on the new mobile app. He will give a demo presentation on how to download to smartphones and how board members can follow the calendar and news feeds of their buddy schools. 

Description:  The November 3, 2016 meeting of the Community Engagement Committee was canceled in lieu of the November 8, 2016 joint meeting with the NSSD Board of Directors. If needed, this time is available for any follow up discussion. 

Description:  A compilation of Quarterly Leadership Team reports has been attached for board review.  

Description:  This item is on the agenda to allow representatives of area city councils in the District an opportunity to share information on upcoming city projects, grants, or community events that the school district or board members might participate in, or need information about.

Description:  The minutes from the previous month's board meeting are attached for board review and approval. 

October 20, 2016-Regular Session Minutes

Description:  There were no new hires or resignations since the last board meeting.

Description:  The Oregon School Board Assoc. (OSBA) full board policy review/re-write process will begin next month. However, OSBA has advised that the board adopt the new policies below in the meantime. The versions suggested by OSBA were submitted last month for review and are now on the consent agenda for board approval. 

ECACB: Unmanned Aircraft System (UAS) a.k.a. Drone
The 2016 Legislature passed House Bill (HB) 4066 and requires districts that choose to operate a UAS as part of the district curriculum, to adopt policies for the use, storage and accessing, and the sharing and retention of data resulting from the operation of the UAS. This legislation is effective January 1, 2017.

GBM-Staff Complaints (REVISED) AND GBMA-Whistleblower (NEW): 
The Legislature passed House Bill (HB) 4067 in 2016 effectively changing the Whistleblowing section in the Oregon Revised Statute and added new provisions for whistleblowers. Due to the newprovisions for whistleblowers, OSBA created a new separate required sample policy, GBMA - Whistleblower, and revised the policy language in policy GBM - Staff Complaints. 

Description:  MOTION- APPROVAL OF CONSENT AGENDA
Motion that the Board approve and accept items listed in the Consent Agenda including: item 11.1- the approval of the minutes from the October 20, 2016 Regular Session; item 11.2- the licensed staff report; and item 11.3 - the approval of the policy revision for GBM-Staff Complaints and adoption of policies GBMA-Whistleblower  and ECACB: Unmanned Aircraft System (UAS) a.k.a. Drone

Description:  The Board needs to submit their official vote before Dec. 16, 2016 to OSBA for the 2017-18 OSBA Legislative Priorities and Policies resolution and the open Board of Directors slot for position 11.

Description:  The following donations were made to the district:

• Randall Jones - $300 cash donation to Mari-linn school to assist needy students with clothing, fees or field trip expenses. 

• Janet Garrett - color copier donated to SHS band and choir departments. (value $2,000)

• Jody Cranston - Toro lawn mower donated to SHS Maintenance & Repair Club for them to repair     (value $150)

Description:  Enrollment numbers have been included in the board packet. Total enrollment as of 11.07.16 was 2319.
