Staff Initiated Review and update of this policy and the corresponding AR.

3. GCBDC/GDBDC-Domestic Violence, Harassment, Sexual Assault, or Stalking Leave
There continues to be significant changes in Oregon law regarding leave. This includes changes from SB 1515 (2024) and numerous rule changes to match. The biggest change governs what conditions qualify for leave taken through the Oregon Family Leave Act (OFLA) and Paid Family and Medical Leave Insurance (PFMLI). While these leave allotments used to run concurrently in many situations, they now cannot be taken concurrently.

4. GCBDD/GDBDD-Sick Time

5. GCBDF/GDBDF-Paid Family Medical Leave Insurance
The Oregon Legislature has passed paid family leave laws with benefits becoming available on September 3, 2023. This policy is intended to help ESDs make decisions and implement these laws. The ESD has the option of using the state-run program Paid Leave Oregon, or continuing with an equivalent plan and there is a model policy available for either situation.

7. IIBGA-Electronic Communications System
In light of the increased use of personal electronic devices by staff in the classroom or otherwise, OSBA, in consultation, has added additional language related to personal electronic devices and their use when related to educational purposes and student records.

8. GCB-Staff Contracts for Deletion
In reviewing the above-noted policy, it has been determined that the policy language is contained in other MESD policies: GCBAA, GCN/GDN, IFAA-AR, and GCDA/GDDA. Policy GCB-Staff Contracts, is recommended deletion.

9. GCBDF/GDBDF-Paid Family and Medical Leave Version 1 for Deletion
In reviewing the above-noted policy, it has been determined that version 2 of policy GCBDF/GDBDF is the appropriate version as an equivalent plan to Paid Leave Oregon is used at MESD. Policy GCBDF/GDBDF- Paid Family and Medical Leave Insurance Version 1, is recommended deletion as it is the version for ESD’s that use Paid Leave Oregon.
