We acknowledge that the sacred land that we live and learn on today belongs to the Takelma, Shasta, Modoc, Klamath & Umpqua peoples. We honor and acknowledge the traditional owners of the land we now call the United States. We recognize the Native American peoples' continuing connection to land, place, waters, and community. We pay our respects to their cultures, country, and elders, past, present, and emerging.

5.A. EBC Emergency Plan and First Aid - NEW

Description:
OSBA has recommended deleting the existing policy EBC/EBCA and replacing it with the three policies listed, two of which are new. These are in response to House Bill 3584 passed in 2023. This bill outlined new requirements for community notifications regarding safety threats that were "not a drill" to ensure that parents, guardians, and employees receive timely information.

5.B. JBA/GBN - Sexual Harassment - REVISED

Description:
These policies are double-coded to be listed in both the Students (JBA) section and the Personnel (GBN) section of the policy manual. They respond to House Bill 2280 (2023 session) that modified the definition of sexual harassment affecting schools. The new policy both changes the meaning of assault within this context and describes the meaning of "without consent" with a new definition.
These revisions also update the official administrators who act as coordinators for complaints of sexual harassment.

5.C. GBNAB/JHFE - Suspected Abuse of a Child Reporting Requirements - REVISED

Description:
This policy revision, also double-coded for Students (JHFE) and Personnel (GBNAB), reflects Senate Bill 231 (2023) passed to align state law with the DHS process for receiving child abuse reporting through a centralized child abuse reporting system established by DHS.
GBNAB/JHFE-AR(1) Administrative Regulation OSBA recommends similar revisions to the Administrative Regulation that accompanies this policy. This does not require the board's approval. GBNAB/JHFE-AR(2) This AR is the form to be completed when an investigation is conducted on district property. No changes are recommended to this document.

The changes to this policy reflect two OSBA updates, one from 2019 and another from 2023. The changes highlighted in yellow are from 2019 and those reflected by Track Changes are the 2023 changes.
