Description:
The Trustees reserve the right to take items in a different order to accomplish business in the most efficient manner and may combine two or more agenda items for consideration, remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

2. Public Comment on Agenda Action Items
Description:
The public will be invited to make comments at this time on agenda action items, where such comments shall be limited to one and a half minutes per person. Anyone with comments on action items that will take more than one and a half minutes is encouraged to put their testimony in writing and provide a copy to the Board prior to or at the meeting. These copies will not be read aloud, but will be added to the minutes of the meeting upon request.

3. Consent Items SG-G (For Possible Action)
Description:
Information concerning the following consent items has been forwarded to each Board Member for study prior to this meeting. Unless a Trustee or individual organization interested in one or more consent items has any questions concerning a particular item, the items are approved at one time by the Board of Trustees. The Board President may defer action on such a particular matter or matters at his or her discretion, and may choose to place the same at the end of the regular agenda for separate consideration.

3.C. Accounts Payable Special and Regular Run Vouchers
Description:
A complete list of payments contained in Accounts Payable Special Vouchers numbers 2464, 2465, 2466, 2467, 2468, 2469, 2470, 2471, 2472, 2473 and Regular Run Voucher Numbers 2474 and 2475 are attached. Vouchers have been prepared in accordance to state law and copies of the Vouchers are available for review by the public at the Superintendent's office prior to the meeting.
RECOMMENDATION: Approve Special Run Voucher Numbers 2464, 2465, 2466, 2467, 2468, 2469, 2470, 2471, 2472, 2473 and Regular Run Voucher Numbers 2474 and 2475.

3.D. Personnel Report No. 24-02
Description:
Listed on the Personnel Report No. 24-02 are personnel actions presented for consideration by the Board of Trustees. Salaries for individuals employed will be determined in accordance with salary regulations of the District.
RECOMMENDATION: Approve personnel actions in Personnel Report No. 24-02.

3.E. Budget Voucher Adjustments
Description:
A complete list of budget adjustments made by the Director of Business Services during the recent course of business is provided for review and approval by the Board of Trustees as required by NRS 354.598005.
RECOMMENDATION: Approve the Budget Voucher Adjustments as submitted.

3.F. Committee Assignment List Approval
Description:
At the January 9, 2024 Regular Board Meeting, the Board discussed Trustees assignments to committees for 2024.
RECOMMENDATION: Approve the Trustees assignments to Committees, as discussed in the January 9, 2024 Regular Board Meeting and as provided on the Committee Assignment list.

3.G. Monthly Update of Enrollment Counts (Information Only)
Description:
Monthly update on enrollment numbers for each school site is provided to the Board.

4. Approval of Superintendent Contract SG-G (Discussion and For Possible Action)
Description:
The Board will review and may take action to approve the proposed contract outlining the terms of employment for the Superintendent, including but not limited to compensation, benefits, duration of employment, performance expectations, and any additional provisions deemed necessary for the effective operation of the District.
RECOMMENDATION: Approve the Superintendent Contract. |
5. Termination/Expiration of the Acting Superintendent Addendum SG-G (Discussion and For Possible Action)
Description:
Should the Board vote to approve the new Superintendent's Contract, as detailed above, the Board will discuss and shall take action to terminate the Acting Superintendent Addendum of Mrs. Dwyer, which states that the "Term of this Temporary Employment shall be from the Effective Date through the End Date, which shall be the date at which a permanent Superintendent of Schools is hired and begins his or her employment by the Board of Trustees, on behalf of the DCSD, whereupon this Term of Employment shall expire."
RECOMMENDATION: Upon the approval of the new Superintendent's Contract, approve the termination/expiration of the Acting Superintendent Addendum of Mrs. Dwyer as of the start date of the new Superintendent's Contract.

6. Nevada Association of School Boards (NASB) Membership SG-G (Discussion and For Possible Action)
Description:
The Board will discuss and may take action as to whether they will continue their membership with the Nevada Association of School Boards (NASB), based upon prior discussions that took place at the January 9, 2024, Regular Meeting, and additional information provided by Board Secretary, Caryn Harper.

9. First Reading of Board Policy 548-Parental Opt-In for Student Surveys SG-G (Discussion and For Possible Action)
Description:
The Board will discuss and take possible action to approve the first reading of Board Policy No. 548-Parental Opt-In for Student Surveys.

10. Family Life Sex Education Advisory Council Members SG-G (Discussion and For Possible Action)
Description:
Pursuant to NRS 389.036, the Board of Trustees will discuss and take possible action to either approve the current members of or to appoint new members to serve in the Family, Life, Sex, and Education Advisory Council, an advisory committee consisting of certain individuals who will advise the District concerning the content of and materials to be used in a course of instruction established pursuant to the stature, and recommended ages of pupils to whom the course is offered, though the Board shall have final decision on all matters.

11. Student Representative on the Board of Trustees SG-C (Discussion and For Possible Action)
Description:
The Board will discuss and possibly take action to approve the addition of a student representative to the DCSD Board of Trustee meetings.

12. Gifted and Talented Presentation SG-G (Information Only)
Description:
Jeannie Dwyer, Acting Superintendent and Executive Director of Inclusive Education, will provide the Board with an informative presentation on the Gifted and Talented (GT) services provided to students within the District. This presentation aims to offer insight into the structure, goals, and outcomes of the GT program, as well as to address any questions from the Board regarding its implementation and impact on student learning.

Description:
Brief updates from the Board regarding District committees to which they are assigned.

14. Superintendent Report SG-G (Administrative Report)
Description:
Acting Superintendent, Jeannie Dwyer, will report to the Board regarding activities of the past month and upcoming District events that may be of interest to them.
Below is a summary of donations received by school sites over the last month. The District wishes to acknowledge and thank the generosity of all donors on behalf of the students we serve. Douglas High School Pipkin Family Foundation-$10,000 for classroom supplies and projects to benefit DHS teachers and students. |
15. Closed Session (Discussion and For Possible Action)
Description:
The Board will recess to closed session in order to discuss matters with its management representatives pursuant to NRS 288.220(4).

16. Prioritizing Agenda - Placement and Removal of Possible Items for Future Board Meetings (Discussion and For Possible Action)
Description:
The Board will seek requests from its members for items to be placed on and/or removed from future meeting agendas in accordance with its Bylaws. The Board will discuss all agenda items on the list and either prioritize those it wishes to come forward at the next Board Meeting and/or vote to remove items completely from the list.

17. Public Comment
Description:
Comments from the public are invited at this time on topics not specifically addressed elsewhere in the agenda. A sign-up sheet is provided and individuals who wish to address the Board are asked to indicate their desire to speak and the topic about which they will speak. Individuals wishing to address the Board at this time will be limited to one and a half minutes. The Board is precluded from acting on items raised during Public Comment that are not already on the agenda.

18. Adjournment
Description:

The Board of Trustees may combine two or more agenda items for consideration, and may remove an item from the agenda or delay discussion relating to an item on the agenda at any time. Generally speaking, the item will be heard no earlier than the time indicated.
