2.C. Accounts Payable Special and Regular Run Vouchers
Description:
A complete list of payments contained in Accounts Payable Special Vouchers numbers 9944, 9943, 9942, 9941, 9940, 9939, 9938, 9937, 9936, 2200, and Regular Run Voucher Number 9935, 9934, and 2201 are attached. Vouchers have been prepared in accordance to state law and copies of the Vouchers are available for review by the public at the Superintendent's office prior to the meeting.
RECOMMENDATION: Approve Special Run Voucher Numbers 9944, 9943, 9942, 9941, 9940, 9939, 9938, 9937, 9936, 2200 and Regular Run Voucher Number 9935, 9934, and 2201.

2.D. Personnel Report No. 21-07
Description:
Listed on the Personnel Report No. 21-07 are personnel actions presented for consideration by the Board of Trustees. Salaries for individuals employed will be determined in accordance with salary regulations of the District.
RECOMMENDATION: Approve personnel actions in Personnel Report No. 21-07.

2.E. Budget Voucher Adjustments
Description:
A complete list of budget adjustments made by the Director of Business Services during the recent course of business is provided for review and approval by the Board of Trustees as required by NRS 354.598005.
RECOMMENDATION: Approve the Budget Voucher Adjustments as submitted. |
2.F. Bullying Report Quarter 4 and Annual Summary (Administrative Report)
Description:
Melissa Rains, Executive Director Area 4, has provided the Board with information regarding incidents of bullying for the fourth quarter and a summary for the entire school year.

2.G. Douglas County School District's Distance Education Program Application 2021-2024
Description:
Every three years Douglas County School District is required to renew the Distance Education Program Application with the Nevada Department of Education. NAC 388-8302.b requires that the renewed application be approved by the District's Board of Trustees.
RECOMMENDATION: Approve the Distance Education Program Application for 2021-2024 as presented.

Description:
Monthly update on enrollment numbers for each school site is provided to the Board.

Description:
Linda Gilkerson, NASB Director, will present details of NASB accomplishments, current issues, and goals.

Description:
Superintendent, Keith Lewis, will report to the Board regarding activities of the past month and upcoming District events that may be of interest to them.

7. Nevada Association of School Boards (NASB) Presentation SG-G (Information Only)
Description:
Debb Oliver, Executive Director of the Nevada Association of School Boards (NASB) will provide an informational presentation regarding services and benefits NASB provides to the Board.

8. Discussion Regarding NASB Approval SG-G (Discussion and For Possible Action)
Description:
The Board will discuss Board Bylaw 050 as it relates to the approval of the Nevada Association of School Boards (NASB).

9. Presentation on Pupil Centered Funding Plan SG-G (Administrative Report)
Description:
Superintendent Lewis and Director of Business Services, Sue Estes, will provide the Board with a presentation regarding the Pupil Center Funding Plan (PCFP). The presentation will include a comparison of the FY20 funding through the old Nevada Plan with FY22 funding through the new PCFP.

10. Designation of Positions as Critical Shortage Need SG-G (Discussion and For Possible Action)
Description:
The Board will consider continuing to designate Elementary Classroom Teachers, and Secondary Math Teachers as positions qualifying to be filled under Critical Shortage Need. The District has had a very difficult time recruiting qualified candidates to fill multiple positions currently open in the district. Designating these positions as Critical Shortage Need, if approved by the State, will enable the District to consider candidates who have previously retired within the State, but have a desire to fill the position until it can be filled by an otherwise qualified candidate.
RECOMMENDATION: It is recommended that the Board approve the requested positions for Critical Shortage Need. |
11. Resolution To Governor SG-G (Discussion and For Possible Action)
Description:
The Board will discuss and take possible action on the development of a board resolution, which will be sent to Governor Sisolak, regarding face-coverings for the 2021-22 school year.

12. Safe Return to In-Person Instruction and Continuity of Services Plan SG-AS, G (Discussion and For Possible Action)
Description:
As required by Nevada's Declaration of Emergency Directive 044, Douglas County School District is required by the State of Nevada and the Nevada Department of Education to develop a plan for reopening schools for the 2021-22 school year. Superintendent Lewis will present the district's 2021-22 Safe Return to In-Person Instruction and Continuity of Services Plan.
RECOMMENDATION: The Board may choose to direct staff to modify any part of the 2021-22 Safe Return to In-Person Instruction and Contininuity of Services Plan. |
13. Public Comment (5:30 p.m.)
Description:
Comments from the public are invited at this time on topics not specifically addressed elsewhere in the agenda. A sign-up sheet is provided and individuals who wish to address the Board are asked to indicate their desire to speak and the topic about which they will speak. Individuals wishing to address the Board at this time will be limited to three minutes. The Board is precluded from acting on items raised during Public Comment that are not already on the agenda.

14. First Reading Board Policy No. 713-Animals on District Property SG-G (Discussion and For Possible Action)
Description:
At the direction of the Board, Superintendent Lewis will bring forward the first reading of changes proposed to Board Policy No. 713 - Animals on District Property.
RECOMMENDATON: Approve the first reading of changes made to Board Policy No. 713 - Animals on District Property.

Description:
The Board will discuss the process they will utilize to replace vacant trustee positions.

16. Good News Sub-Committee SG-C (Discussion and For Possible Action)
Description:
Superintendent Lewis will provide the Board with an update on the "Good News" Sub-Committee, which will include a plan for communicating news about DCSD. Following the update, the Board may choose to take action to approve the work of the subcommittee.
RECOMMENDATION: It is recommended that the Board approve the plan as presented. |
17. Closed Session (Discussion and For Possible Action)
Description:
The Board will recess to closed session in order to discuss matters with its management representatives pursuant to NRS 288.220(4).

18. Bus Driver's Negotiated Agreement SG-G (For Discussion and Possible Action)
Description:
The District, having participated in the negotiation re-opener process, has reached agreement with the Chapter 6, Bus Driver's Association for 2021-2025.
RECOMMENDATION: Approve the agreement with the Chapter 6, Bus Drivers Association for 2021-2025 as presented.

19. Prioritizing Agenda-Possible Items for Future Board Meetings (Discussion and For Possible Action)
Description:
The Board will seek requests from its members for items to be placed on future meeting agendas in accordance with its policies. The Board will discuss all agenda items on the list and prioritize those it wishes to come forward at the next Board Meeting.

21. Adjournment
Description:
