2. Public Hearing on the District's 2021-2022 Tentative Budget and Adoption of the Final Budget SG-G (Discussion and For Possible Action)
Description:
The Board reviewed the Tentative Budget at its meeting held on April 6, 2021. The District's Director of Business Services, Mrs. Susan Estes, has prepared the Final Budget inclusive of known estimated revenues and projected expenditures for the 2021-22 school year and will present it for adoption as the Final Budget.
RECOMMENDATION: It is recommended that following the public hearing, the Board adopt the revised Tentative Budget as Final for 2021-2022. |
3. Approval of Contract for CVMS Window Project SG-G (Discussion and For Possible Action)
Description:
The Board will consider awarding a bid for services to Lakeside Glass Inc. for the Carson Valley Middle School windows project, in the amount of $78,940.00.
RECOMMENDATION: It is recommended that the Board award the bid for the Carson Valley Middle School windows project to Lakeside Glass Inc., in the amount of $78,940.00 as recommended by Director of Facilities, Phil Demus. |
4. Annual Renewal of District Property and Casualty Liability Insurance SG-G (Discussion and For Possible Action)
Description:
The District, through agent Brandon Lewis of USI Insurance Services, has conducted a market analysis for the District's Property and Casualty (P&C) Insurance coverage. Included in each Board members packet is an Executive Summary and Coverage Summary of the market analysis comparing rate quotes through Nevada Public Agency Insurance Pool (NPAIP), Liberty Mutual, and Wright Specialty. With no change in the current $5000 property and liability deductibles, there was an approximate increase in the renewal premium of 15% through the Nevada Public Agency Insurance Pool (NPAIP). The Property and Casualty premium would increase from $745,937 to $858,273. Estimated pricing for coverage with the Alliant Property Insurance Program (APIP), Liberty Mutual and Wright Specialty, could provide the District with premium savings of $40,107-$140,107 over the expiring term, but with substantially higher deductibles for property, cyber, and environmental coverage and lower, dedicated limits for earthquake and flood losses. NPAIP continues to provide a wide range of additional services and resources provided to DCSD including an Employee Assistance Program, HR Resources Consulting, E-Learning, Email Security Training, school safety operations consulting, and other risk management services.
RECOMMENDATION: Direct staff to renew the District's Property and Casualty Liability Coverage through the Nevada Public Agency Insurance Pool (NPAIP) for the period of July 1, 2021 through June 30, 2022 as presented. Funding of the insurance premium is through the General Fund. |
5. PERS Salary Schedule Adjustment SG-G (Discussion and For Possible Action)
Description:
The District has agreed to a Memorandum of Understanding (MOU) with district employee groups to adjust district salary schedules by 0.45% to ensure the District and employee share equally the cost of any increase in contribution rates to PERS per NRS 283.421(3).
RECOMMENDATION: Approve the Memorandum of Understanding with the district's employees. |

Description:
Comments from the public are invited at this time on topics not specifically addressed elsewhere in the agenda. A sign-up sheet is provided and individuals who wish to address the Board are asked to indicate their desire to speak and the topic about which they will speak. Individuals wishing to address the Board at this time will be limited to three minutes. The Board is precluded from acting on items raised during Public Comment that are not already on the agenda.

7. Discussion Regarding the Requirements of the State Mask Mandate SG-G (Discussion and For Possible Action)
Description:
The Board will have a discussion regarding the current mask mandate. The discussion will include a presentation by the District's legal counsel regarding ramifications and legal requirements of not following the Governor's Emergency Directives related to masks.
