Description:
Per Policy 2:230 - Public Participation at School Board Meetings and Petitions to the Board
During each regular and special open meeting of the Board, any person may comment to or ask questions of the School Board (public participation), subject to the reasonable constraints established and recorded in this policy’s guidelines below. The Board listens to comments or questions during public participation; responses to comments to or questions of the Board are most often managed through policy 3:30, Chain of Command. To preserve sufficient time for the Board to conduct its business, any person appearing before the Board is expected to follow these guidelines:

Description:
This month, we be recognizing four STAR Staff winners who have been nominated by their colleagues during the month of December.

Description:

VII. Approval of Consent Agenda
The Consent Agenda is a list of routine non-controversial items, which do not require further discussion and which are approved with one motion and one roll call vote. It is an effective procedure to handle routine matters on the agenda expeditiously. All consent items shall be listed with an asterisk(*) and will be enacted with one motion. However, any member of the Board of Education may request that an item be withdrawn from the Consent Agenda and discussed in its regular order. |

VIII.A. Committee of the Whole Update
Description:
The Committee of the Whole will meet on Tuesday, January 13, 2026, at 5:45 pm in the Kelvin Grove LRC. The agenda was posted and available on the website. If there are board members who were not in attendance at the committee meeting, an update will be provided.

VIII.B. First Review of 2026-27 School Calendar
Description:
Tuesday evening, a couple of drafts of the 2026-2027 school calendar have been attached for the board to review. Each draft that has been developed included collaboration of the administration and the teachers’ union leadership. After the January discussion, we will plan to have the calendar hearing and have the Board officially approve the calendar in February. Once the calendar is approved, we will release it to our D91 families. |

VIII.C. Monthly Poll Question
Description:
As we prepare to approve the school calendar in February, the two drafts are very similar; however, they differ when it comes to a blend of late arrivals and early dismissals versus all early dismissals. For the monthly poll question, we are proposing to ask the D91 parents/staff which of those options they prefer. The results will help in making a recommendation for the board’s consideration at the February meeting. On Tuesday evening, we are looking to get feedback from the board of education on this topic.

X.A. Approval of Building Automated Control System
Description:
RECOMMENDATIONApprove quote in amount of $34,872 with Hayes Mechanical for a building automated control system at Kelvin Grove. BACKGROUNDAs part of the IL School Maintenance Grant that was written for this fiscal year, it included the purchase and installation of a building automated control system for the only section of Kelvin Grove that does not have an automated system for the HVAC system. This area involves the LRC, pod classrooms, and main office. The control system will be the same operating system that was recently installed through the recent HVAC installation this past summer at both MG and KG. Currently we have a contract with Hayes Mechanical for the maintenance on our HVAC systems at KG, so they are familiar with the control systems we have in place. Our recommendation is to approve the purchase of an automated control system with Hayes Mechanical in the amount of $34,872 as part of the projects listed in the IL School Maintenance Grant for the FY26 fiscal year. |

X.C. Approve Closed Meeting Records Review and Destruction
Description:
RECOMMENDATIONClosed session minutes noted in the table provided as "open" are no longer considered confidential and can be disclosed. Closed session minutes, as noted with "closed," should remain closed as they contain information still considered to be confidential. To destroy existing taped closed session minutes through November 2023. The required 18-month period for saving taped minutes has expired, allowing us to destroy these tapes. BACKGROUNDWe are required by law to review the Closed Session minutes every six months to determine if they still need to remain closed. We are also required to tape closed-session meetings and save such tapes for a period of 18 months.It is my recommendation that the Board of Education open the closed session minutes that are marked with "open" in the table, as information is no longer considered to be confidential. Closed session minutes labeled "closed" in the table should remain closed as they contain information still considered to be confidential. In addition, it is recommended that the board approve the destruction of taped closed session minutes through November 2023. The required 18-month period for saving taped minutes has expired, allowing us to destroy these tapes. |

X.D. Approval of Athletic Program Survey
Description:
Attached, you will find the quote for the athletic program survey to be conducted by Dr. Pezanowski. Before proceeding, Dr. Wilkey is requesting the board to take action on the expense for this survey to be conducted as the funding was not originally included in the approved budget. If approved, the cost for the consultant will be included in the amended budget to be approved in June. |
