IV. Budget Hearing
Description:
Each year the Board of Education is required to adopt a budget for the fiscal year and hold a budget hearing by September 30th. Prior to adopting the budget, a legal notice must be placed in a newspaper of local circulation notifying the public of the tentative budget and budget hearing. In addition, the proposed/tentative budget must be placed on public display for a minimum of 30 days. All these requirements have been met. I have attached the updated state budget form, expenditure and revenue detail. Both the expenditure and revenue detail include all changes highlighted in yellow since the budget has been on display. The final budget recommended for adoption reflects the following:

VIII.A. Strategic Plan Update
Description:
On Tuesday night, Dr. Wilkey will provide an update on the total number of people signed up for the Community Day on September 23rd. In addition, Dr. Wilkey will be seeking one or two board members who are interested in serving on the strategic plan sub-committee that will meet once a month starting on October 30th. Dates for all strategic planning events will be provided to board members on Tuesday. |

IX.C. Presentation of Teacher and Administrator Salary & Benefit Report
Description:
Under School Code Section 10-20.47, the District is required to post on its website information about administrator and teacher salary and benefits. This report does not include service personnel or support staff. The full text of the section is below. 105 ILCS 5/10-20.47: Administrator and teacher salary and benefits; report. Each school board shall report to the State Board of Education, on or before October 1 of each year, the base salary and benefits of the district superintendent and all administrators and teachers employed by the school district. For the purposes of this Section, "benefits" includes without limitation vacation days, sick days, bonuses, annuities, and retirement enhancements. Prior to this annual reporting to the State Board of Education, the information must be presented at a regular school board meeting, subject to applicable notice requirements, and then posted on the Internet website of the school district, if any.

IX.D. PMA Investment Update
Description:
As you are aware, our district operates on a cash basis. Through the financial management support we receive with PMA, they do an analysis of our cash flow throughout the year to determine if/when we will have additional cash on hand that can be invested to earn some interest instead of leaving it to sit in the bank. Per the cash flow analysis and investment plan, the district can invest as follows:
The approximate interest to be earned from the CDs listed above is $70,703.11. This money if typically not anticipated in our revenue budget and will get adjusted to our final account balances at the end of each fiscal year. |

X.A. Accept Donations
Description:
RECOMMENDATION Accept the various donations that were made to District 91 since the August board meeting. BACKGROUND There were multiple donations by various donors made to the Kelvin Grove LRC/Makers Space this past month. In addition, the Lockport Moose Club Women’s Division donated various school supplies for students in need so they would have what they need to be successful this school year. Finally, we received an anonymous monetary donation in the amount of $1,000 to go towards the purchase of band instruments for our Kelvin Grove Band. Please see detailed information on the donations in the attachments provided for the board. |

X.E. Adopt 2023-24 Budget
Description:
RECOMMENDATION To adopt/ratify the budget for the 2024 fiscal year as presented. BACKGROUND Each year the Board of Education is required to adopt a budget for the fiscal year. The Board of Education has reviewed and provided feedback regarding the proposed tentative budget. The proposed/tentative budget was placed on public display (office and web page) for 30+ days. A legal notice was placed in the Herald News notifying the public of the proposed/tentative budget and budget hearing. The budget being recommended has estimated Operating Fund revenues of $9,709,110 and expenditures of $9,668,102. This budget includes all known personnel, program, and project-related costs. IMPORTANT TO NOTE: The budget does NOT include any of the referendum projects or bond proceeds at this time, since the closing of the bond has not taken place and final FY24 project costs will not be determined until a final bid package is selected. |

X.H. Board Agreements for FY24
Description:
RECOMMENDATION Approve the board of education agreements that were developed at the Starting Right workshop on August 9, 2023 for the 2023-2024 school year. BACKGROUND On August 9, 2023, the Board of Education participated in a Starting Right workshop through Illinois Association of School Boards where they developed the attached Board of Education Agreements. Annually since 2005, the board of education approves the board agreements and commits to following them for the upcoming school year. |

X.I. Approval Milne Grove Renovation Bid Package
Description:
BACKGROUND In July, the board had a special meeting to review options for the Milne Grove renovations to include a safe and secure entrance, central air conditioning, and renovation of the current office space to meet the needs of the building. DLA provided multiple options and the board has narrowed down to one particular option. Since the July meeting, the administrative team has been working closely with DLA to finalize plans for the bid package. At the committee of the whole meeting on Tuesday night, the board will be reviewing the final option and bid package as presented by the architect. RECOMMENDATION Approve the Milne Grove Renovation Bid Package for the summer of 2024. |
