I.C. Call for Bids - ISD 742 Early Childhood and Community Education Center
The Administration recommends that the Board of Education approve a Call for Bids for ISD 742 Early Childhood and Community Education Center to be opened on Thursday, March 16, 2017, at 10:00 a.m. Central Time. The Call for Bids page will be available at www.isd742.org, Department, Business Services. This project will be funded with Lease Levy Funds. |
I.D. Appointment of Surrogate Parents for Students with Disabilities
Description:
Minnesota rules require that school districts appoint surrogate parents for students with disabilities under the following conditions:
1. The parent, guardian, or conservator is unknown or unavailable. 2. The pupil is a ward of the commissioner of human services. 3. The parent requests in writing the appointment of a surrogate parent. The Administration recommends that the Board of Education appoint Shelly and Peter Finbraaten to act as surrogate parents to represent students with disabilities because the legal parents are unavailable. |

II.A. Resolution Relating to a Lease-Purchase Financing and Certificates of Participation, Series 2017A; Authorizing the Issuance, Determining the Form and Details, Ratifying the Award of the Sale, and Authorizing the Execution, Delivery, and Registration
Kevin Januszewski, Executive Director of Business Services, will present information about authorizing the issuance, determining the form and details, ratifying the award of the sale, and authorizing the execution, delivery, and registration of Lease-Purchase Financing and Certificates of Participation, Series 2017A. A copy of the resolution is attached. This resolution is in regards to the awarding the sale of the Certificates of Participation, Series 2017A for the Early Childhood/Community Education building construction. The proceeds will be used for the construction and design of the new building on the Discovery site. The Board had already approved the authorization to go out to the financial markets to sell these Certificates of Participation last year. This is the final step in the process to approve a resolution for the actual sale of Certificates of Participation on January 24, 2017. The original borrowing amount was to be in the amount of $17,000,000 to be repaid over 20 years at an estimated borrowing rate of 4.28% on September 16, 2016, but the actual results of the borrowing came in at 3.98% on January 24, 2017, which is favorable for the District. The Administration and the School Board Finance and Audit Committee recommend approval of this resolution.

II.B. Resolution Ratifying the Award of the Sale, Determining the Form and Details, Authorizing the Execution, Delivery, and Registration, and Providing for the Payment of General Obligation School Building Bonds, Series 2017B
Kevin Januszewski, Executive Director of Business Services, will present information about the award of the sale, determining the form and details, authorizing the execution, delivery, and registration, and providing for the payment of General Obligation School Building Bonds, Series 2017B. A copy of the resolution is attached. This resolution is in regards to the awarding the sale of General Obligation School Building Bonds, Series 2017B for the new High School building construction. The proceeds will be used for the construction, land, and design of the new high school on the 33rd Avenue site. The Board had already approved the authorization for the District to go out to the financial markets to sell these bonds last year also. This again is the final step in the process to approve a resolution for the actual sale of the bonds on January 19, 2017. The original borrowing amount was to be in the amount of $104,500,000 to be repaid over 20 years at an estimated borrowing rate of 3.60% last October. The actual sale results on January 19, 2017, of the borrowing came in at 3.31%, which will save the District and taxpayers total principal and interest payments over the 20 years of $592,078 from the original estimates. The Administration and the School Board Finance and Audit Committee recommend approval of this resolution.
