Description:

MSBA Officers’ Workshop is taking place at the end of February in St. Cloud. Each board member should have received an email from MSBA. If you would like to register for a training, please contact Angel to let her know you would like to attend.
MSBA has provided model policy technical revisions through their policy services. These revisions are very minor and do not typically affect policy substance. We will be bringing these updated policies forward over the next few meetings.
Policy 491, which had a first reading last month is no longer required as MNOSHA has dropped this requirement following a Supreme Court Ruling from January 13th, 2022.
Referendum Update-The Project Oversight Committee met on Thursday evening to discuss the status of the referendum projects.
MASA/MASE Spring Conference is on March 10th and 11. I am registered and plan to attend the conference.
Wednesday, March 16th is the MASA Region VI Day at the Capitol. This day will be virtual. Representative Mekeland and Senator Mathews will both be invited once things are finalized by our MASA group. They both have been very helpful throughout the past year in dealing with legislative and school issues. We have been in consistent contact throughout, and they have been very supportive of Becker School District. In addition, I would like to encourage everyone to take the time to view the Governor's budget plan entitled, "Supporting Children and Families". The current government surplus is extraordinary and I believe this plan is worth a look. With the amount of money being saved by our state with lower education costs due to less than anticipated enrollment and the tremendous surplus there are opportunities available to make differences in people's lives and in schools throughout Minnesota.

·Increasing the per-pupil formula by 2%
·Reducing the special education and English Language Learner cross-subsidies
·Increase teacher recruitment efforts and mentoring
·Expand Grow Your Own teacher training programs and recruit and retain education support professionals
·Additional funding to support free meals for students
·Expanding access to prekindergarten through a mixed delivery model
·Funding to support student mental health
Highlights-Senate
At a recent press conference, Sen. Roger Chamberlain, chair of the Senate Education Policy and Finance Committee, announced that the Senate will focus on literacy, mental health support, and school choice.
Highlights-House
At a recent press conference, Rep. Jim Davnie, chair of the House Education Finance Committee, announced the House priorities will focus on the cross-subsidies for special education and English learner aid, student support staff, staff shortages, and equalization aid. I encourage everyone to reach out to our legislators to encourage them to improve these opportunities for Minnesota and Becker.
COVID Update-Our COVID numbers increased significantly in January. We did have a number of classrooms with over 5% absent rate for students. Our staff numbers were as high as 20 in one week and our student positive test number was as high as 55. In conversations with Sherburne County Public Health and information provided to them and us from Centracare, we expect to see the peak either during the past two weeks or this week. We have seen a tremendous decrease during the past week to numbers lower than before the recent surge. Becker Public Schools does have tests available for our students and staff. We also have been provided KN95 and N95 masks.

3.E. AIPAC Annual Compliance

Description: In alignment with MN Statute, Section 124D.78, Subdivision 1, we must establish an American Indian Advisory Committee to serve in an advisory role. We are also required by the Commissioner of Education to submit annual compliance of Concurrence and Nonconcurrence by March 1^st of each year. Assistant Superintendent, Minda Anderson, and I recommend approval of the AIPAC document showing Concurrence by Sarah Colford who is the chairperson of the AIPAC.

3.F. Resolution Directing the Administration to Make Recommendations for Reductions in Programs and Positions and Reasons Therefore

Description: I recommend approving the enclosed resolution directing the administration to propose the discontinuance of positions and/or programs for the next school year. The school board approves the resolution each February authorizing the administration to review all programs and positions in developing budget recommendations for the next school year.

Description: Policy 706 Acceptance of Gifts permits the school board to accept donations or gifts under the terms of the policy. I recommend accepting the gifts as described on the enclosure.
