5.A. Approval of minutes, bills and recommended employment
Description:
Background: The following have been submitted for approval:
Item 1: November 11, 2019 Special Board of Education meeting minutes Item 2: November 18, 2019 Regular Board of Education meeting minutes Item 3: Bills submitted for payment Item 4: Pursuant to Board Policy which references Wisconsin Statutes Sections 111, 118, 121, all employees who require Wisconsin state certification shall be recommended by the superintendent to the Board of Education for approval. All recommendations presented at this time are pursuant to approved Board policies and accompanying administrative procedures. Recommended Action: Approve minutes, bills and employment as presented. |
5.B. Review resolutions to be addressed during the 2020 Wisconsin Association of School Board (WASB) Delegate Assembly on Jan. 22, 2020, and provide delegate with direction for voting on WASB resolutions.
Description:
Background: Each year, the WASB delegate Assembly votes on proposed amendments and resolutions during its Annual Joint State Convention. Each eligible school district may cast one vote on those resolutions. Cindy Holbrook is the appointed delegate to the 2020 convention.
Recommended Action: Provide Delegate Cindy Holbrook with direction for voting on WASB resolutions. The Board may give voting direction on an item-by-item basis or on specific item(s) only or direct the Delegate to vote in the best interest of the School District of River Falls.

5.C. Approve the second reading of revised policy 184 Board Minutes
Description:
Background: Since the River Falls Journal no longer exists and the Star Observer is not published in River Falls (it is being published in Red Wing, MN), Wisconsin § 120.11(4) states that “the proceedings shall be posted or published as the school board directs.” The revisions to Policy 184 Board Minutes state the minutes will be posted on the School District of River Falls website. The first reading was approved at the November 18, 2019 Regular Board of Education meeting.
Recommended Action: Approve the second reading of revised policy 184 Board Minutes.

5.D. Consideration and/or Action to approve December 9, 2019 Personnel Committee recommendations
Description:
Background: The Committee met on December 9, 2019 to approve Elementary Building Secretary and Kids Club Accounts Receivable job description revisions, held a 2020-21 preliminary certified staffing discussion, heard a progress update on the compensation analysis project, and lastly the committee convened into executive session for the purpose of approving 2020-21 bargaining goals.
Recommended Action: 1. Approve the Elementary Building Secretary job description revisions. 2. Approve the Kids Club Accounts Receivable job description revisions. |
5.E. Consideration and/or Action to approve December 9, 2019 Educational Program Committee recommendations
Description:
Background: The Committee met on December 9, 2019 to hear English Learner (EL) and K-5 Spanish presentations; approve first reading of revised board policy 342.7 Programs for English Learners; approve first reading of revised board policy 342.71 ELL Program Exit and Reclassification to board policy 342.71 Procedures for Assessing and Supporting English Learners; approve first reading of revised board policy 342.72 English Learners Parent Notification; and approve final Montessori Model United Nations field trip application.
Recommended Action: 1. Approve first reading of revised board policy 342.7 Programs for English Learners. 2. Approve first reading of revised board policy 342.71 ELL Program Exit and Reclassification to board policy 342.71 Procedures for Assessing and Supporting English Learners. 3. 5.F. Begin Board Self-evaluation process
Description:
Background: Policy 153 calls for the Board to annually plan for and carry through an evaluation of its functioning as a Board. The last Board evaluation was completed February 18, 2019.
Recommended Action: Discuss the process for completion of a Board evaluation. |

Description:
Background: As always, Board members will be given the opportunity to suggest items for future Board member agendas.

5.H. Schedule next Board/Committee meetings
Description:
Background: Upcoming Board meeting dates, times and locations will be reviewed.
Recommended Action: Set meeting schedule as follows: Educational Program Committee meeting: Monday, January 6, 2020, 6:00 p.m. Personnel Committee meeting: Monday, January 13, 2020, 6:00 p.m. Finance & Facilities Committee meeting: Tuesday, January 14, 2020, 3:00 p.m. Regular Board meeting: Monday, January 20, 2020, 7:00 p.m. All above meetings will be held at the District Office, 852 East Division Street |
5.I. Request for Executive session pursuant to Wisconsin § 19.85 (1)(e) for the discussion of land appraisal and future partnership options related to property value to access district-owned school forest. Roll call vote required.
