G.5. Consider Memorandum of Understanding with TCU and White Settlement ISD
Description:
The Memorandum of Understanding will allow a full time counselor to work on the Brewer High School campus and assist students with college enrollment. This MOU with White Settlement Independent School District has three main goals: 1. increase college enrollment of Brewer High School graduates; 2. expand the range of colleges and universities to which students apply and in which they enroll; and 3. work with principals, counselors and teachers to foster a school-wide-college-going culture.

G.6. Consider Memorandum of Understanding Between ESC Region XI and White Settlement ISD for the Texas Education for Homeless Children and Youth (TEHCY) Shared Service Agreement
Description:
MOU between ESC Region XI and White Settlement ISD for the Texas Education for Homeless Children and Youth (TEHCY) Shared Service Arrangement. The Texas Education for Homeless Children and Youth (TEHCY) grant program will facilitate the identification, enrollment, attendance and academic success of homeless children and youth by removing barriers and promote school stability for students experiencing homelessness. Individual subgrant awards will provide subgrantees (school districts) with additional capacity to serve homeless students.

Description:
The teacher appraisal process requires at least one certified appraiser. An appraiser must be the teacher’s supervisor, or a person approved by the Board. A list of appraisers who will be responsible for conducting teacher appraisals is attached.

G.8. Consider Changing the Dates of the Regular Board Meetings for November, December, and January
Description:
Due to the Thanksgiving break, winter break, and MLK holiday, staff recommends that we move the Regular November Meeting to Monday, November 14, 2022, the December Regular Board Meeting to Monday, December 12, 2022, and the January Regular Board Meeting to Monday, January 23, 2023.

G.9. Consider Approval of the Student Code of Conduct for 2022-2023
Description:
The Student Code of Conduct is the district's response to the requirements of Chapter 37 of the Texas Education Code that addresses student discipline. The current Student Code of Conduct must be adopted each year. A copy of the revised Student Code of Conduct is attached.

G.10. Consider Application for Physical Education Substitution
Description:
Students involved in high level competitive activities away from school are eligible to substitute these activities, with Board approval, for the PE credits that are required for graduation. The PE substitute requires at least 5 hours of supervised physical training per week for high school students.

G.11. Consider Ratification of Vendor for Tree Trimming
Description:
The District requested quotes for Tree Trimming around the district. Two quotes were received. The quote from Prestige Worldwide will provide the best value for the district.
It is the Districts recommendation that we use Prestige Worldwide at a cost of $37,675. The cost will be covered by the current budget.

Description:
The District has investigated and researched Emergency Response programs and maps. For the safety of our staff and students, the district received a quote from Critical Response Group in the amount of $34,180 for our mapping and communication needs.
It is the District’s recommendation to use Critical Response Group at a cost of $34,180. The cost is part of the budget amendment presented this month.

G.13. Consider Resolution With Tarrant County 4-H Organization as an Approved Extra-Curricular Activity
Description:
Tarrant County 4-H membership is requesting all local school districts to adopt a resolution which sanctions 4-H as an extra-curricular activity. This will allow students who participate in the Tarrant County 4-H Program to attend the activities without receiving an unexcused absence. It is requested that the Board approve the Tarrant County Extension Agent as an adjunct faculty member, so that they may direct and supervise all activities and participation of students during 4-H activities. This appointment is solely for the purpose of complying with the new State Board of Education amendment, and the adjunct faculty member is not an employee of the district and does not receive any compensation as such.

H.1. Consider Ratification of Vendor for Safety and Security Window Film
Description:
In June the Board was requested to approve the purchase of Safety and Security Window Film not to exceed $205,000 at the June board meeting. The District requests using Metro Tint at the cost of $160,192.
The funds are requested in the August amendment presented to the Board.

H.2. Consider Approval of Property and Casualty Insurance for 2022-2023
Description:
Texas Political Subdivision (TPS) renewal for 2022-23 has a 17% increase. A large portion of this increase is due to the increased asset value of our buildings in the amount of $18 million.
A study by RHSB (An Assurex Global Partner) for 2021-22 North Texas Independent School Districts (20 surveyed) shows the average property rate is 19 cents. For 2022-23, the rate for WSISD will be 18.4 cents. The coverages included in the package are: |

H.3. Consider Contract with Direct Energy for Electricity Services
Description:
The District currently has a contract with Direct Energy for retail electricity services. The District is looking into extending this contract to lock in lower rates to future years.

H.4. Consider Approval of Vendor for the Construction Auditor
Description:
The District released a Request for Qualifications (RFQ #2122-02) for the auditing of all phases of the construction/renovation projects at multiple locations within the district. One bid was received from RI Townsend with an estimated cost of $70,000.

H.5. Consider Approval of Resolution of the Board to Set Tax Rate
Description:
The District is proposing a 2022 tax rate of $.9374 per $100 valuation for maintenance and operations (M&O) and a $.4800 per $100 valuation for interest and sinking (I&S) for a total tax rate of $1.4174 per $100 valuation.
The M&O tax rate is calculated and certified using the TEA Tax Rate Survey template. The M&O compressed rate calculated was $.8074. The District is allowed to add $.05 to the compressed rate without an election. The District passed a Voter Approved Tax Rate Election (VATRE) in November to add this $.05 plus $.08. The total proposed M&O tax rate is $.9374, a reduction in taxes of $0.0429. In May 2022, the Voters approved a $115M bond proposal. The proposed rate at the time was $0.50. With the increase in property values, the 2 cent increase was not needed, keeping the I&S rate at $0.48 per $100 valuation. The total proposed tax rate is $1.4174 per $100 valuation.
