5.2. Approve Monthly Expenditures

At the board finance meeting, expenditures for the month of June were reviewed. Administration recommends approval of the June 2023 disbursements totaling $2,844,144.41. This includes Board Payables of $370,910.41, Hand Payments of $579,318.97, Electronic Payments of $1,838,753.81 and Student Activity Payments of $55,161.22.

7.1. Resolution Relating to Proposed Property Tax Abatement for Parking Lot Improvements: Calling Public Hearing :
Description:
The proposed abatement levy is for improvement of parking lots at Chatfield, Oak Crest and the PAC building. The total cost of the abatement is $168,108.

7.2. MSHSL 2023-24 Membership Renewal:
Description:
This is an annual action taken to allow participation in all MN State High School League activities for the coming year. The board and administration should view the video "Why We Play" as part of our membership application.

7.4. Long-Term Facility Maintenance 10-Year Plan

7.5. Designation of Identified Official with Authority (IOwA) for the MDE External User Access Recertification System:
Description:
The Minnesota Department of Education (MDE) requires that school districts annually designate an Identified Official with Authority to comply with the MNIT Enterprise Identity and Access Management Standard which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will assign job duties and authorize external user’s access to MDE secure systems for their local education agency (LEA). The Director recommends the Board authorize Ryan Laager and Chuck Keller to both act as the Identified Official with Authority (IOwA) and Kris Davis to act as the IOwA to add and remove names only for Belle Plaine Public School District 0716-01.

7.6. New Policy
Description:
Policy 516.5 Overdose Medication - First and Final Reading
This is a new policy to cover a new state law effective July 1, 2023 requiring a school district to maintain a supply of opiate antagonists and requiring each school site to have two doses of nasal nalozone available on-site.
