V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am on Tuesday, July 8, 2025: email public comments to boerequests@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. Public Hearing For FY 26 Budget- Mrs. Maestas
Description:
On June 10, 2025, the HUSD #3 Governing Board approved the FY 26 proposed budget. A summary of the proposed budget was posted on the ADE website for the required 10 days. As required by law, by July 15, 2025, a formal public hearing must be held to take comments on the budget.
Recommendation: Motion to take comments from the public pertaining to the FY 26 budget as required by state law. |

Description:
The Holbrook Unified School District has developed the FY26 Holbrook Unified School District budget. We are now requesting approval of the FY26 Holbrook Unified School District budget as presented.

IX.C. Sole Source Vendors- Mrs. Maestas
Description:
The Holbrook Unified School District would like to designate specific vendors as the sole source for their products and services for FY 26. Sole source vendors are designated on the basis that they are the sole provider of the required materials or services for our school district. A list of sole source providers is included in the back-up materials.
Recommendation: Discussion and consideration to approve the sole source providers as listed in the back-up materials. |
IX.D. Designation of Second Signature Authority for Business Operations For FY2526- Mrs. Maestas
Description:
The Holbrook Unified School District is requesting Governing Board approval of second signature authority designations for business operations in the absence of the Business Manager. This designation allows authorized personnel to conduct official fiscal transactions to ensure continuity of operations. For fiscal year 2025-2026, the District recommends the following individuals be designated as authorized signatories in the absence of the Business Manager: Anne Lang, Human Resources Director and/or Sally O'Dell, Purchasing/Bookkeeper. These individuals will serve as second signatories for official business functions as needed and in compliance with internal controls and district procedures. |
IX.E. Appointment of Student Accounts Treasurer for FY25-26- Mrs. Maestas
Description:
In accordance with the Uniform System of Financial Records (USFR) guidelines, Arizona school districts are required to appoint a Student Accounts Treasurer on an annual basis. At this time, the District recommends the appointment of Margarita Mike as the Student Accounts Treasurer for fiscal year 2025-2026. |

Description:
The Holbrook School District is requesting Governing Board approval of school safety plans for SY 25-26 as presented.

IX.G. SY 25-26 Employee Handbook & Student Activity Handbook- Dr. Koerperich
Description:
The Holbrook School District outlines basic employee regulations through an Employee Handbook. The handbook is a summation of basic policies and procedures that apply to district employees. The student activities handbook outlines the policies and procedures for coaches and club sponsors. We are requesting approval of the SY 25-26 Employee Handbook and Student Activities Handbook as presented.

IX.H. Athletics Handbook Guidelines- Dr. Koerperich
Description:
Holbrook High School, Holbrook Junior High School and Indian Wells Elementary School are requesting Governing Board approval of an Athletic Handbook that outlines policies, procedures and guidelines for athletic eligibility, coaching guidelines and volunteer guidelines. The Athletic Handbook is included in the back-up materials.
Recommendation: Discussion and consideration to approve the Athletic Handbook guidelines as presented. |
IX.I. HUSD #3 Substitute Scheduler Extra Duty Job Description and Stipend- Dr. Koerperich
Description:
The Holbrook School District is requesting approval of a Substitute Scheduler extra duty job description and stipend as presented. The extra duty position will manage substitute scheduling throughout the year, assist in managing substitutes through Educational Services Incorporated and with human resources and principals to ensure substitute coverage is made available throughout HUSD #3. The job description and stipend schedule are included in the back-up materials.

IX.J. Revised Classified Salary Placement Schedule for FY 26- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a revised Classified Salary Placement Schedule to include a classified employee rate for substitute teaching with the credentials of a valid substitute teaching certificate. This will be for limited positions and will be based on an hourly rate. The revised schedule is included in the back-up materials.

IX.K. Substitute Teacher Job Descriptions Update- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of an updated job description for Substitute Teachers at HUSD #3. The job descriptions for a regular substitute teacher and a classified substitute teacher position are included in the back-up materials.
Recommendation: Discussion and consideration to approve the updated Substitute Teacher job descriptions as presented. |
IX.L. K-12 Special Needs Aides - Dr. Koerperich
Description:
The Holbrook School District is required to provide services for special needs students ages three through five (preschool) and grades K-12.
Some children have severe disabilities and require one-on-one assistance. It is difficult to maintain proper staffing in these circumstances because students enter our program at various times throughout the year. The District would like to request approval to hire additional paraprofessionals and/or health aides throughout the school year, as needed, to provide one-on-one assistance if the child’s Individual Education Plan (IEP) specifies such services are necessary and our current staffing does not allow for these services to be offered. Recommendation: Discussion and consideration to approve the request to hire paraprofessionals and/or health aides throughout the school year, as needed, when these positions are required by a student’s IEP. |
IX.M. Practicum Experience At Indian Wells Elementary School- Dr. Koerperich
Description:
Mr. Zachary Woody, education major at Northland Pioneer College, has requested to complete a practicum at Indian Wells Elementary School during the fall semester. Mr. Woody has the required fingerprint clearance required for the practicum.
Recommendation: Discussion and consideration to approve Mr. Zachary Woody to complete practicum hours at Indian Wells Elementary School during the fall semester of 2025 at Indian Wells Elementary School. |
IX.N. AISES Out Of State Travel- Mr. Hargrave
Description:
The Holbrook High School AISES Club is requesting out-of-state travel to the 2025 National AISES Conference in Minneapolis, Minnesota on October 1st-4th, 2025. The itinerary and AISES Conference information are included in the back-up materials. The AISES club will cover all expenses and are requesting to use a district vehicle for transport to the airport.
Recommendation: Discussion and consideration to approve the AISES club for out-of-state travel to Minneapolis, Minnesota from October 1st-4th, 2025 as presented. |
