V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

IX.A. Public Comment On Maintenance and Operations Override- Dr. Koerperich
Description:
A.R.S. 15-481 requires that each school district that currently increases the district budget through a Maintenance and Operations (M & O) Override hold a public meeting each year to provide an update of the programs or capital improvements financed through the override. We would like to provide time to discuss our district’s use of our 10% M & O Override and take public comments as applicable.
Recommendation: Presentation on use of the Holbrook Unified School District Maintenance and Operations Override; as well as, accept public comment concerning override funding. |
IX.B. Holbrook School District Prop 301 Performance Pay Plan- Dr. Koerperich
Description:
The Holbrook USD #3 Prop 301 committee is requesting Governing Board approval of the SY 24-25 Prop 301 Plan. The Prop 301 performance pay plan has been approved by over 70% of the eligible participants.
Recommendation: Discussion and consideration to approve the Prop 301 Performance Pay Plan as presented. |
IX.C. ESSER III Recruit And Retain Stipends- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of ESSER III Recruit and Retain Stipends from ESSER III funding pending Arizona Department of Education approval. The stipends include full-time salaried and support staff employees as of September 20, 2024. The list of Recruit and Retain Stipend list is included in the back-up materials.

IX.D. Club Administrative Procedure Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the Club Administrative Procedure which outlines guidelines for establishing school clubs, after-school clubs and community clubs as presented.

IX.E. Class Size Differential Stipend Update- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a revised Class Size Differential Stipend Procedure. The revision updates the policy to include class size differential stipends for special eduction case loads for mild to moderate intellectual disability case loads as presented. The class size differential stipend procedure is included in the back-up materials.
Recommendation: Discussion and consideration to approve the updated Class Size Quality vs Quantity Pay Differential procedure as presented. |
IX.F. Extra Duty Stipend Schedule For FY 25 Update- Dr. Koerperich
Description:
The Holbrook School District is recommending an update to the First Year Extra Duty Certified Faculty Placement Schedule for FY 25 to include Head Golf under Category B for the placement schedule as presented.

IX.G. H5 Coalition Memorandum Of Agreement With Northern Arizona University- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the H5 Coalition Memorandum of Understanding between the Holbrook Unified School District and Northern Arizona University's Arizona Institute for Education and the Economy (AIEE). The memorandum of understanding engages Holbrook High School as partner in a coalition to improve high school outcomes through the study of redesigning high schools to accomplish H5: high school to higher eduction, high wages, high demand and high-skill careers. As part of the coalition, HHS will be able to participate with other high schools around the state to explore innovative ways to redesign high schools. The MOU is included in the back-up materials.

IX.H. Education Forward Arizona Memorandum Of Understanding- Mr. Hargrave
Description:
Holbrook High School is requesting Governing Board approval of a Memorandum of Understanding (MOU) between Holbrook High School and Education Forward Arizona, an Arizona nonprofit corporation, and supported by the Helios Education Foundation for the College Knowing and Going College Readiness Program to be implemented at Holbrook High School. The MOU is included in the back-up materials.

IX.I. Johnson O'Malley Conference Out Of State Travel- Dr. Koerperich
Description:
Indian Education Director Bernice Gover, President Tiana Begay and JOM Member Nora John are requesting out of state travel to attend the National Johnson O'Malley Association Conference from September 9-11, 2024 in Durant, Oklahoma. The details of the conference are included in the back-up materials.

Description:
The Arizona School Board Association has recommended a policy revision to Policy ACA & ACAA relating to Title IX and sexual discrimination. The policy revision updates the policy to include the reference to the Title IX Education Amendment of 1972 and some technical changes to working in the policy. The policy is ready for first reading as presented.
