V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

Description:
Holbrook High School requested Drama Teacher Academy as a curriculum resource for the newly formed courses at HHS for SY 24-25 Stagecraft I and the current Drama course at HHS. This has undergone a 60-day review and is ready for final adoption.
Recommendation: Discussion and consideration to approve Drama Teacher Academy as a curriculum resource for Stagecraft I and Drama courses at HHS for SY 24-25. |

IX.A. Qualified Evaluators- Dr. Koerperich
Description:
Each year, the Governing Board designates district employees who are qualified evaluators to serve as evaluators for the District teacher performance evaluation system. HUSD #3 is recommending the following qualified evaluators, who have attended qualified evaluator training, as evaluators for the district's performance evaluation systems for the 2024-2025 school year: Charles Haussman, Robbie Koerperich, Clete Hargrave, Cheri Grau, Nichole Tow, Galen Knight, Bernice Gover, Andrea Tomlin & Jeff Meeks.

IX.B. Class Size Differential Stipend Administrative Procedure Approval For FY 25- Dr. Koerperich
Description:
The Holbrook School District is recommending governing board approval for the continuation of the Class Size Differential Stipend for SY 24-25. The Class Size Differential Stipend is recommended to continue as presented in the back-up materials.

IX.C. FY 25 Extra Duty Daily, Hourly & Periodic Pay Rates For FY 25- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the FY 25 Extra Duty Daily, Hourly & Periodic Pay Rate Schedule as presented. The schedule outlines rates of pay for tutorials, professional development, mentoring and other extra duty rates of pay for certified staff.

IX.D. Food Service Second Meal Charge- Mrs. Maestas
Description:
The Holbrook School District is requesting Governing Board approval to charge $2 per entree for a second entree at each school through the food service lunch and breakfast program. Food such as fruits, vegetables, juice and milk will not incur an extra charge.
Recommendation: Discussion and consideration to approve second entrée meal prices of $2 per entrée for a second entrée during breakfast or lunch at each school as presented. |

Description:
The Holbrook School District is requesting Governing Board approval of the Education Specialist Effectiveness Performance Evaluation System (ESPES), Leader Effectiveness Performance Evaluation (LEPES) and Teacher Effectiveness Performance Evaluation (TEPES) as performance evaluation systems for SY 24-25 as presented.

Description:
The Holbrook School District is requesting Governing Board approval of an emergency procurement with Mountain Roof Repair for emergency roof repairs at Indian Wells Elementary School. The emergency repairs to stop existing leaks exceeded the $10,000 bid threshold.

Description:
The Arizona Risk Trust offers qualified hearing officers for school districts to use in matters of student discipline and employee related issues that arise throughout the school year. We would like to recommend the list of qualified hearing officers as outlined in the back-up materials.

IX.I. Heather Morgan Leave Of Absence- Dr. Koerperich
Description:
Heather Morgan, HHS Special Education Paraprofessional, has requested a fifteen (15) week leave of absence to complete student teaching in the English Department at Holbrook High School. The leave of absence request will enable Mrs. Morgan to retain her paraprofessional position upon completion of her student teaching. The leave of absence will conform to Policy GCCC Professional/Support Staff Leave of Absence. The leave of absence request is included in the back-up materials.
Recommendation: Discussion and consideration to approve Mrs. Heather Morgan for a fifteen (15) week leave of absence as per Policy GCCC Professional/Support Staff Leave of Absence. |
IX.J. Speech and Language Pathology Assistant Practicum- Dr. Meeks
Description:
Ms. Morgan Mehrtens, current Northern Arizona University student in the Communication Sciences and Disorders program, is requesting to complete a practicum under Ms. Karalyn Reidhead for the fall semester. Ms. Mehrtens has an IVP clearance card and student liability Insurance for the practicum experience.

IX.K. ASBA Policy Revisions For First Reading Dr. Koerperich
Description:
The Arizona School Board Association is recommending a revision to several policies that had statutory modifications during the last legislative session. Policies include: Policy JFB & JFB-R Open Enrollment, Policy BBBA Board Member Qualifications, GCF Professional Staff Hiring, GBK Staff Grievances, GDF Support Staff Hiring, IHA Basic Instructional Program, IJNDB Use of Technology Resources in Instruction, IKF Graduation Requirements, JHD Exclusions and Exemptions from School Attendance and JII Student Concerns, Complaints and Grievances. All policies are ready for first reading as presented.

IX.L. HUSD Delegate Assembly Representative- Dr. Koerperich
Description:
On September 7, 2024, the Arizona School Board Association (ASBA) will host the annual ASBA Delegate Assembly to vote on legislative priorities for advocacy on behalf of public school districts for the 2025 legislative session. Each member district is allowed one vote for each action item. The Governing Board may choose a member(s) to represent HUSD #3 at the delegate assembly.
Recommendation: Discussion and consideration to approve a delegate(s) to represent HUSD #3 at the 2024 ASBA Delegate Assembly on September 7, 2024. |
