V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.

First Year Certified Salary Placement Schedule; First Year Certified Faculty Salary Placement Schedule Special Positions Schedule; First Year Administrator Salary Placement Schedule; Certified Staff Extra Duty Daily, Hourly, & Periodic Pay Stipends, Special Assignment Stipend Schedule; and Substitute Placement Schedule for FY 25- Dr. Koerperich
Description:
The Holbrook administration is recommending approval of the FY25 salary placement schedules for the 2024-2025 school year. Salary placement schedules include first year certified faculty placement schedule; substitute placement schedule; special assignment positions salary schedule including math, science, special education and Indian Wells Elementary positions; administrator placement schedule; special assignment stipend schedule, certified staff extra duty daily, hourly and periodic pay stipends, and special hourly certified employee pay rates schedules. The salary schedules are included in the back-up materials.

Description:
The Holbrook School District is requesting Governing Board approval of the First Year Extra Duty Certified Faculty Stipend Placement Schedule for Fine Arts, Academic and Other Duties; as well as Arizona Interscholastic Association (AIA) related activities as presented. There are no substantive changes to this schedule.

IX.C. Extra Duty Certified Stipends Step Increase / 10% Increase- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to include a step increase for those qualifying on the Extra Duty Certified Faculty Placement Schedule for Fine Arts, CTE, Academics and Other Duties; as well as, Arizona Interscholastic Association (AIA) related activities or a 10% increase to employees that are past Step 5 on the Extra Duty Certified Faculty Placement Schedule.

IX.D. SY 24-25 Certified Teacher, Administrator and Salaried Employee Raises- Dr. Koerperich
Description:
The Holbrook administration is recommending a 3% increase in salary for all certified teachers, administrators, and salaried employees for the 2024-2025 contract year.

Description:
The following certified administrators, support staff supervisors and salaried positions are being recommended for continuing contracts for the 24-25 school year: Dr. Jeff Meeks, Dr. Kevin Fosburgh, Ms. Andrea Tomlin, Dr. Charles Haussman, Ms. Cheri Grau, Mr. Clete Hargrave, Mr. Galen Knight, Mrs. Anne Lang, Mrs. Lauren Maestas, Ms. Bernice Gover, Mr. Jacob Baker, Mr. Jesus Luna-Almendariz, Mr. Shawn Tow, Mr. Victor Padilla, Mr. Ryan Fraley and Mr. Ray McLaws.

IX.F. Certified Faculty SY 24-25 Contracts - Dr. Koerperich
Description:
The Holbrook School District Administration would like to recommend the Governing Board issue teacher contracts for the 2024-25 school year. All staff members recommended for contracts at this time are included in the back-up material.
Recommendation: Discussion and consideration to approve SY 24-25 contracts for returning certified staff members as listed in the back-up materials. |
IX.G. Annual Review of Employee Post Retirement Options (PREO)– Dr. Koerperich
Description:
According to the District’s policies, GDQC, GDQC-EA, GCQE, GCQE-EA and GCQE-EB, the Governing Board must annually review the district’s retirement polices and make any modifications, discontinue the program or approve the program as presented. These policies as well as the administrative procedure for Post Retirement Employment Option (PREO) outline post-retirement benefits for certified and support staff members. It is recommended that the Board continue to offer these programs as presented. The administration is recommending changes to the Post-Retirement Employment Option as included in the back-up materials. Description:
The Holbrook School District is requesting Governing Board approval of current Administrative Procedures that align to Recruitment and Retention strategies for new and returning HUSD #3 certified staff members. The Recruitment and Retention Administrative Procedures are included in the back-up materials.

Description:

IX.J. ASBA Board Governance Policy Updates- Dr. Koerperich
Description:
The Holbrook School District has received policy updates from the Arizona School Board Association pertaining to Governing Board governance, including capacities for school board meetings, agenda postings, policy and communication and feedback. We are requesting the Governing Board act upon Policy BE School Board Meetings, BEDB Agenda, BGE Policy Communication/Feedback as presented for first reading.
Recommendation: Discussion and consideration to approve the first reading of ASBA Board governance policies as presented. |
IX.K. ASBA School Administration Policy Updates First Reading- Dr. Koerperich
Description:
The Arizona School Board Association has recommended policy updates to school administration policies including CCB-R Line and Staff Relations, CFD School-Based Management, IHA Basic Instructional Program, IKF Graduation Requirements, IMA Teaching Methods, JJE Student Fundraising Activities, KEC Public Concerns/Complaints About Instructional Resources, JK-EA Student Discipline, JIH Student Interrogatios, Searches and Arrests, and JH Student Absence and Excuses. The policies are being presented for first reading as outlined in the back up materials.

IX.L. Special Services Consortium Agreement- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of a Special Services Consortium Agreement for the 2024-2025 school year. The agreement includes an increase in physical therapy (PT) and occupational therapy (OT) services for SY 24-25. The agreement is included in the back-up materials.

IX.M. Out Of State Travel AVID Training- Dr. Koerperich
Description:
Holbrook Junior High School and Holbrook High School are requesting out of state travel for the Summer 2024 AVID Summer Institute. HJHS will participate in the AVID Summer Institute in Anaheim, CA from July 24-26, 2024 and HHS in Sacramento, CA from June 24-26, 2024. Details of the event are included in the back-up materials. All training will be paid for through ESSER III and Title II.
Recommendation: Discussion and consideration to approve out of state travel for Holbrook Junior High School and Holbrook High School staff as presented. |
IX.N. Whitecone Bus Stop Transportation Safety Resolution- Dr. Koerperich
Description:
The Holbrook School District is working with Whitecone Chapter to redesign the Whitecone bus stop locations to ensure student and community safety. HUSD #3 is requesting Governing Board approval of the attached resolution outlining responsibility for HUSD #3 and Whitecone Chapter aligned to the new bus stop locations.
