V. CALL TO PUBLIC
|
V.A. Pursuant to Federal Public Law 103-382, Title 8 (Impact Aid), and the District's Indian Education Policy (IGAK), this call is for any member of our district. The public is cautioned about making statements against employees of the District that may be considered slanderous. A further reminder, the minutes of this meeting are public record and may be used in other proceedings. This is the time that the public may speak to the Governing Board on any issue including agenda items. Action taken as a result of public comment will be limited to directing staff to study the matter, or to reschedule the matter for further consideration and a decision at a later date if it is not already on the agenda. Comments under Call to Public will be limited to four minutes.
Those wishing to address the board are requested to submit their comments by one of the following methods by 10 am Tuesday December 12, 2023 : email public comments to jsaxton@holbrook.k12.az.us, fax to 928-524-3073 or mail by USPS to PO Box 640 Holbrook, AZ 86025. IX.A. FY 24 Budget Revision #1- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval to revise the FY 24 budget to reflect accurate funding for Average Daily Membership for this school year, capital budget revisions, pupil transportation revisions, and weighted student count revisions due to current year funding requirements. The revised budget is included in the back-up materials.
Recommendation: Discussion and consideration to approve FY 24 Budget Revision #1 to be sent to the Arizona Department of Education School Finance Division as presented. |
IX.B. FY24 Federal Grants Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting Governing Board approval of the FY24 federal grants as included in the back-up materials. These grants have been approved by the Arizona Department of Education and other entities that administer the grants.

IX.C. Northern Arizona Council Of Governments (NACOG) Memorandum Of Understanding For Head Start- Dr. Koerperich
Description:
The Northern Arizona Council of Governments (NACOG) is requesting to enter into a Memorandum of Understanding (MOU) with the Holbrook School District to provide services to preschool children eligible for special education from January 1, 2024 through May 31, 2027. The MOU is included in the back-up materials.
Recommendation: Discussion and consideration of approving the MOU with the Northern Arizona Council of Governments as presented. |
IX.D. The Arizona School For The Deaf And Blind Agreement- Dr. Meeks
Description:
The Arizona School for the Deaf and Blind is requesting a service agreement with the Holbrook School District to provide services for students that attend the Holbrook School District. The Agreement is included in the back-up materials. The agreement has been reviewed by legal counsel.
Recommendation: Discussion and consideration to approve The Arizona School for the Deaf and Blind Agreement as presented. |
IX.E. Business Continuity Plan Approval- Dr. Koerperich
Description:
The Holbrook School District is requesting approval of the SY 23-24 Business Continuity Plan that outlines business continuity in the matter of a disruption to business operations. This is an audit requirement and a tabletop scenario has been designed and discussed with the HUSD #3 leadership team addressing business continuity during a disruption of services.
Recommendation: Discussion and consideration to approve the Business Continuity Plan as presented in the back-up materials. |
IX.F. Student Teaching Assignment- Dr. Koerperich
Description:
Hulet Elementary School is requesting a student teaching assignment for Dylan Barela for the second semester of school year 2023-2024. The student teaching assignment details are included in the back-up materials. Fingerprint clearance is on file.
Recommendation: Discussion and consideration to approve Dylan Barela for student teaching at Hulet Elementary from January 8, 2024 through April 26, 2024 as presented. |
IX.G. Literacy For Life English Curriculum Sixty Day Review- Mr. Hargrave
Description:
Holbrook High School is requesting a 60-day review of the English curriculum, Literacy For Life, that will be used in English language support classes at Holbrook High School. The curriculum proposal details are outlined in the back-up materials.
Recommendation: Discussion and consideration to approve Language For Life for a 60-day review as presented. |
IX.H. The New Teacher Project (TNTP) Inform Attendance Program Sole Source- Dr. Fosburgh
Description:
The Holbrook School District is requesting governing board approval of The New Teacher Project (TNTP) Inform attendance and data tracking program to address chronic absenteeism at HUSD #3. Inform has developed its own code to track attendance, as well as, its own set of custom communications specifically designed to support caregivers with children in K-12 education systems. Inform will be piloted this year to evaluate the impact on reducing chronic absenteeism. The TNTP Inform sole source letter and request for proposal are included in the back-up materials. Initial funding will come from ESSER III.

IX.I. Out Of State Travel For HHS Marching Band - Mr. Hargrave
Description:
The Holbrook High School Band and Fusion are requesting board approval for out of state travel to go on tour in California during Spring Break, March 11-15, 2024. The Concert Band has applied and been approved to perform at the Disney Parks. Fusion & Color Guard have applied to perform at Universal Studios. The travel request and details are included in the back-up materials.
Recommendation: Discussion and consideration for the HHS Marching Band to travel to Disneyland in California during spring break including approval of suburban's to be used if needed; as well as, insurance coverage for all participants. |
IX.J. Reorganization Of The Board- Dr. Koerperich
Description:
Governing Board Policy BDA, Board Organizational Meeting, requires an annual reorganization of the Governing Board in January each year. The Board must determine who will preside as the President and Vice-President for the 2024 term.
Recommendation: Motion to elect a President and Vice President for the 2024 term beginning in January. |
