1. Call to Order

Rationale: Information concerning the Open Meeting Law, Chapter 84, Article 14 of Nebraska State Statutes, is posted in the meeting room at a location accessible to members of the public and attached to the online agenda.

School Board meetings in Nebraska are meetings held in public, not public meetings. The public comment agenda item is the only opportunity for the public to address the board.

Please silence your phones and refrain from texting or using electronics (such as computers) during the meeting; if you must use your phone, please step outside the Board Room.

Rationale: This is the portion of the meeting when members of the public may address the board about matters of public concern.

INSTRUCTIONS FOR MEMBERS OF THE PUBLIC WHO WISH TO SPEAK:

Getting started: When you have been recognized, please stand and state your name.
Time Limit: The board has the discretion to limit the amount of time set aside for public participation and unless stated otherwise, will employ a time limit of 5 minutes or less.
Personnel or Student Topic: If you are planning to speak about a personnel or student matter involving an individual, please understand that our policies require you to follow the district’s complaint procedure before addressing the board. Board members will generally not respond to any questions or comments you make about individual staff members or students. Please remember that slanderous comments will not be tolerated.
Parents and community members wishing to contact the Board regarding a specific school, teacher or child, are encouraged to begin at the level closest to their concern.
1. Step One: Contact the teacher, coach, guidance counselor, etc.
2. Step Two: Contact the Principal. If you have a school-wide concern, this becomes step one.

General Rules: This is a public meeting for the conduct of business. Comments from within the audience while others are speaking will not be tolerated. Offensive language, personal attacks, and hostile conduct will not be tolerated.
No action by the Board: The Board will not act on any matter unless it is on the published agenda.

4. Buisness

4.1. Future District Finance

Rationale: Andy Farber, Superintendent of Sydney Public Schools, will join via Zoom to discuss possible future scenarios regarding district finances.

4.2. Authorize Check Signer

Rationale:

A motion to remove Angie Conety as an authorized check signer for Blair Community Schools checking accounts and to add Beth Villotta to serve as an additional authorized check signer to the District checking accounts

4.3. KSB School Law

Rationale: At the May 11, 2026, Board of Education meeting, the board approved KSB School Law to serve as the district's legal counsel and for the adoption of the firm's board policy service.

A motion may be presented to approve the first and final reading of new board policies 1001–6025 as presented.

4.4. Arbor Park Elementary Entrance Project

Rationale: Discuss, consider, and take all necessary action to approve the bid from the Prairie Construction Company for the Arbor Park Elementary School addition and renovation project.

A possible motion to approve the bid from Prairie Construction Company in the amount of $2,327,000 for the Arbor Park Elementary addition and renovation project.
