I. CALL TO ORDER
Description:
Kevin Novak, Board President, called the meeting to order.
Good Evening. I call to order the Board of Education Meeting for Prospect Heights School District 23 for Thursday November 9, 2023. |
II. ROLL CALL
Description:
PRESENT: Mrs. Botwinski, Mr. Greidanus, Mrs. McClaney,
Mr. Novak, Mr. Nordmark, and Mrs. Peters. ABSENT: No one. ALSO PRESENT: Dr. Don Angelaccio, Superintendent, Dr. Craig Curtis, Assistant Superintendent of Teaching and Learning, Mrs. Amy McPartlin, Assistant Superintendent for Finance and Operations and Dr. Chrystyna Sroka Assistant Superintendent for Student Services. |
III. PLEDGE OF ALLEGIANCE
Description:
Our pledge of allegiance is being led by students who were identified as having made exemplary growth last school year.

IV. NEW BUSINESS

IV.A. Seating of New Board Member
Description:
The Board of Education solicited applications and conducted interviews to select a candidate to fill the current Board vacancy.

IV.A.1. ADMINISTER OATH
Description:
Board President Novak will lead the reciting of the oath of office with the newly seated Board Member.

Description:
The superintendent will lead the group in the recitation of the Code of Conduct. A copy of the IASB Code of Conduct for members of school Boards is attached.

V. RECOGNITION OF VISITORS AND PARTICIPATION
Description:
At each regular and special open meeting, members of the public and district employees may comment on or ask questions of the Board of Education. If you would like to address the Board, please complete the pink form and give it to Mrs. O'Donnell, our recording secretary.

VI.A. District 23 Summative Designations
Description:
Eisenhower, Betsy Ross, and Anne Sullivan have all been designated as "commendable" and MacArthur as "exemplary" by the Illinois State Board of Education.

VI.B. School Board Appreciation Day - November 15
Description:
We would like to publically recognize and thank our School Board members for their dedication and service to District 23. These volunteer positions are elected to represent the community in setting policy and the vision for our District. This requires continuous training, active participation in committees and meetings, and hours of preparation. On November 15, we will celebrate School Board Member Appreciation Day as designated by the Illinois Association of School Boards. We thank:

IX. FINANCIAL REPORT
Description:
Attached is the memo recommending payment of the voucher lists for materials, supplies, and services paid since the last BOE meeting. In addition, the District's payments for salaries and insurance benefits during the previous month are included for approval. Those documents are all included for your review.

X.A. ECRA Assessment Data Report - INFORMATION
Description:
Dr. John Bruesch of the ECRA Group has prepared a summary of our student assessment data. Providing insights into both academic proficiency and growth, Dr. Bruesch highlights key take always from the data. Dr. Craig Curtis, Assistant Superintendent for Teaching and Learning, collaborated on this presentation and adds details about the District's use of this data to reflect on and plan for implementation steps.

Description:

Description:

X.D. IASB Resolutions Directed Vote - ACTION
Description:
Mrs. McClaney will serve as our District 23 delegate at the resolutions assembly on November 18, 2023. Having reviewed the proposed resolutions, the Board shall affirm a directed vote as outlined in the memo.

X.E. Contract for Crossing Guard Services - ACTION
Description:
Administration has provided an update and recommendation on the award of the proposal received from Andy Frain for crossing guard services through the remainder of the school year.

X.F. Bid Award for Windows, Siding and Door Replacements - ACTION
Description:
Following the successful bid conducted by ARCON Associates, a recommendation is being made to award the contract for the replacement of windows, siding and doors at Betsy Ross, Anne Sullivan and the Grodsky Administration Building to FH Paschen in the amount of $2,179,500.

X.G. Bid Award for Window Treatment Replacement Services - ACTION
Description:
In accordance with the planned replacement of windows, siding and doors at the Grodsky Administration Center, Betsy Ross and Anne Sullivan Elementary Schools, bids were solicited for the purchase and installation of Draper roller shades as a part of this project. Administration's recommendation for Board action has been attached.

X.H. Preliminary Tax Levy and Supplemental Tax Levies for the 2023 Tax Year - INFORMATION
Description:
The estimated tax levy for 2023 was reviewed at the Finance Committee on November 3, 2023. Amy has prepared the resolution determining the estimated tax levy for the 2023 tax year. The Board will vote tonight to approve the 2023 estimated tax levy, two supplemental levies and a resolution for levy apportionment. Following Board action, she will schedule a public hearing at the December meeting to approve the levy. She has also prepared a memo for your review.

X.I. 2023-24 School Calendar Update - ACTION
Description:
The Calendar Committee met on October 17 to review and update the existing 2023-34 calendar. Modifications include moving Institute Day from April 2 to March 19, adding April 2 as an attendance day, and an update to the last day of school for Early Childhood, May 22.

X.J. 2024-25 DRAFT Calendar Presented - ACTION
Description:
The Calendar Committee met on October 17 and developed the DRAFT of the 2024-25 calendar.

X.K. Social Media Litigation - ACTION
Description:
Following conversations with Attorney Ares Dallianis, the District will be participating in a mass-action lawsuit against several large social media companies seeking monetary and non-monetary relief to address impacts brought about by the use of social media by young people. The lawsuit also seeks injunctive relief to change the way in which social media companies are allowed to market to and engage with minors.
