III. PLEDGE OF ALLEGIANCE
Description:
We will be led in the Pledge of Allegiance by students that achieved the highest growth from each grade level for the school year 2021-22.

IV. RECOGNITION OF VISITORS AND PARTICIPATION
Description:
At each regular and special open meeting, members of the public and district employees may comment on or ask questions of the Board of Education. If you would like to address the Board, please complete the form and give it to Mrs. O'Donnell, our recording secretary.

V.A. District 23 Summative Designations
Description:
Eisenhower, Betsy Ross, and MacArthur have all been designated as "commendable" and Anne Sullivan as "exemplary" by the Illinois State Board of Education.

V.B. School Board Appreciation Day - November 15
Description:
We would like to publically recognize and thank our School Board members for their dedication and service to District 23. These volunteer positions are elected to represent the community in setting policy and the vision for our District. This requires continuous training, active participation in committees and meetings, and hours of preparation. On November 15, we will celebrate School Board Member Appreciation Day as designated by the Illinois Association of School Boards. We thank:

V.C. Triple I Information
Description:

VIII. FINANCIAL REPORT
Description:
Attached is the memo recommending payment of the voucher lists for materials, supplies, and services paid since the last BOE meeting. In addition, the District payments for salaries and insurance benefits during the previous month are included for approval. Those documents are all included for your review.

IX. SUPERINTENDENT'S REPORT

IX.A. ECRA Assessment Data Report - INFORMATION
Description:
Each year, Dr. Eleni Speron of the ECRA Group, prepares and presents a summary of our student assessment data. Providing insights into both academic proficiency and growth, Dr. Speron highlights key take always from the data. Dr. Amy Zaher, Assistant Superintendent for Curriculum and Instruction, collaborated on this presentation and adds details about the District's use of this data to reflect on and plan for implementation steps.

IX.B. Trimester 1 Strategic Plan Update - INFORMATION
Description:
The administration has developed this reporting instrument to provide updates on progress towards our Strategic Plan each trimester. Dr. Angelaccio will highlight elements of the work from the 1st Trimester.

IX.C. IASB Resolutions Directed Vote - ACTION
Description:
Mrs. Peters will serve as our District 23 delegate at the resolutions assembly on November 19, 2022. Having reviewed the proposed resolutions, the Board shall affirm a directed vote as outlined in the memo.

IX.D. Acceptance of the FY2022 Final Audit - ACTION
Description:
We present the full audit report to the Board annually. The Finance Committee has reviewed the report and met with our auditors and have no concerns.

IX.E. Approval of the 2022 Tentative Tax Levy - ACTION
Description:
The estimated tax levy for 2022 was reviewed at the Finance Committee on November 3, 2022. Amy has prepared the resolution determining the estimated tax levy for the 2022 tax year. The Board will vote tonight to approve the 2022 estimated tax levy and schedule a public hearing at the December meeting to approve the levy. She has also prepared a memo for your review.

IX.F. Resolution for the Change in Treasurer - ACTION
Description:
Mr. Miguel Vargas and Ms. Nicole Hansen have recently been appointed to serve as Treasurers for the Wheeling Township Treasury and Assistant Treasurers for District 23. An updated resolution has been attached for Board approval.
